This is a strategic founding role responsible for building the HR infrastructure from the ground up and leading a large-scale hiring effort across all levels of the organization. The HR Manager serves as the strategic people" partner to the business responsible for all HR functional areas including talent acquisition employeelabor relations training & development communications & change management workforce planning and employee engagement.ResponsibilitiesLeverage leadership development and other training platforms to improve leadership capability to drive business performanceDevelops recommends various human resources plans and procedures for all personnelPlans and organizes activities of the department. Participates in developing department goals objectives and systemsBuild HR infrastructure from the ground up policies procedures systems and org structures for a new manufacturing facility in Norfolk VALead full life-cycle recruitment for all exempt and non-exempt positions including high-volume hourly hiring conducts new employee orientations and exit interviewsDesign and execute workforce planning and hiring strategy to support manufacturing launchEstablish and manage ATS Applicant Tracking System develop sourcing strategies using Boolean search LinkedIn Recruiter and local talent pipelinesDevelop universitycommunity college partnerships and participate in job fairs to build local talent pipeline for production rolesEnsure OFCCPEEO compliance across all recruitment and HR practicesResolves complex employee relations problems with focus on employee experience and positive business outcomes collaborates with Legal as necessaryCollaborates across business units on HR special projects serves as mentor and evaluator to line level staffManages hourly absenteeism and factory turnover recommends and implements reduction proceduresManages department records and reports maintain org charts employee data and ensures data privacy complianceResponds to inquiries regarding policies procedures and programs maintains open door communicationResponsible for administration of PTO Attendance and leaves of absence FMLA ADA WC personal Leave etc.Collaborates with other HR team members to direct organizational needs projects employee events and initiativesPartner with team members to effectively drive business results and achieve company goalsRequires flexibility in schedule to cover multiple shiftsPerforms other incidental and related duties as required and assignedQualificationsBachelors degree or equivalent years of experience Masters degree preferred10 years of progressive HR experience including experience in startupnew manufacturing site setup preferred5 years of experience in a manufacturing environmentProven experience leading high-volume full life-cycle recruiting across multiple requisitions simultaneously in a manufacturing environmentHands-on ATS administration experience Workday Taleo or equivalent ability to implement and manage system from launchExperience with OFCCPEEO compliance requirements in a federal contractor environmentProficiency with sourcing tools including LinkedIn Recruiter and Boolean search techniquesExperience building and leading an HR team multi-level hiring coaching developmentBackground in employment training benefits and wagesalary administration communication and continuous improvementResults and people oriented with sound judgement and the ability to balance multiple prioritiesExcellent communication and interpersonal skills with the ability to listen effectively and respond across all levels of the organizationAbility to maintain aa high level of confidentialityKnowledge with human resources laws and federalstate compliance requirements VirginiaNorfolk area labor law knowledge preferredWorking knowledge of Microsoft Office products HRIS experience requiredBenefits Offered Full-Time EmployeesNo-cost employee premiums for you and your eligible dependents for competitive medical dental vision and prescription benefits.Auto enrollment with immediate vesting of competitive company matching contributions in a 401k Retirement Savings Plan with several investmentoptions.Generous Paid Time Off program that includes company holidays and a combined bank of paid sick and vacation time.
