The York and North Yorkshire Combined Authority was established as a new organisation in early 2024.  It is a public sector employer with access to powers and funding to unlock transport and housing improvements, boost skills provision and help the economy transition to net zero for York and North Yorkshire. The Mayor also holds responsibilities in relation to Policing, Fire and Crime.

The Opportunity

The York and North Yorkshire Combined Authority is seeking an experienced and forward-thinking HR/OD Business Partner to help shape and deliver our people agenda during an exciting period of growth and development.

Working closely with senior leaders and managers across the organisation, you will act as a trusted strategic partner, providing expert advice, support and constructive challenge to help deliver organisational priorities and improve workforce performance.

 

This is a varied and influential role where you will lead workforce and organisational development initiatives, support organisational change, develop workforce plans, and use data and insight to help drive continuous improvement. You will play a key role in ensuring our people strategies, practices and interventions enable the organisation to achieve its ambitions for the region.

 

As part of a collaborative People and Transformation team, you will have the opportunity to work across a broad range of strategic projects, building strong relationships with leaders, partners and stakeholders whilst helping to create a high-performing and inclusive organisation.

 

What you will bring

  •        Significant experience delivering strategic and operational HR services within a large and complex organisation.
  •        Experience of organisational development, workforce planning, employee relations and organisational change.
  •        The ability to build effective relationships and influence senior leaders and stakeholders.
  •        Experience of using workforce data, metrics and insight to inform decision-making and drive improvement.
  •        Knowledge of employment legislation, equality, diversity and inclusion, and workforce best practice.
  •        Experience of designing and implementing workforce, performance or organisational development initiatives.
  •        Strong communication, coaching and stakeholder management skills.
  •        The ability to provide constructive challenge, influence decision-making and develop practical solutions to complex workforce issues.
  •        Experience of supporting transformation, service improvement or organisational change programmes.
  •        A degree, equivalent professional qualification, or significant relevant experience.
