Job Summary:
Contra Costa Electric is recruiting for an HR & Payroll Assistant to support day-to-day Human Resources and payroll operations. This role is critical to ensuring accurate payroll processing, wage and hour compliance, and effective HR administration across both field and office employees. The position utilizes the Vista construction ERP system for payroll, timekeeping, and employee data management.
Essential Duties & Responsibilities:
Payroll & Timekeeping
- Assist with weekly or bi‑weekly payroll processing for field and office employees using the Vista (Viewpoint) system
- Assist with setup and maintenance of employee records in Vista (pay rates, job assignments, deductions)
- Assist with certified payroll reports (as applicable)
- Enter and verify payroll data in payroll and timekeeping systems
- Respond to employee payroll inquiries and resolve discrepancies
- Coordinate with field supervision to resolve time entry issues prior to payroll submission
- Maintain accurate payroll and timekeeping records in compliance with California labor laws
Human Resources Administration
- Assist with new hire onboarding, including I‑9s, E‑Verify, and onboarding documentation
- Maintain employee personnel files (digital and physical)
- Track employee status changes, pay changes, and benefits changes and eligibility
- Support benefits administration and open enrollment activities
- Support HR compliance efforts, audits, and documentation
- Maintain confidentiality of sensitive employee information at all times
Special Projects
- Assisting with HR and payroll compliance audits, including wage & hour, PAGA‑related, or internal reviews
- Supporting payroll system implementations, upgrades, or configuration changes within the Vista system
- Participating in process improvement initiatives related to timekeeping, payroll workflows, or employee onboarding
- Assisting with data cleanup, reporting, and reconciliation projects in Vista
- Supporting policy rollouts or procedure updates and assisting with employee or supervisor communication
- Assisting with government inquiries, agency audits, or legal document preparation (under HR Manager direction)
General:
- Work independently with little or no supervision after having been shown how to accomplish assignments.
- Ask appropriate questions related to assignments and recommend improvements.
- Practice excellent organization and remain upbeat and pleasant even when facing the pressure of pending or multiple deadlines.
- Comply with all company operating policies, procedures, and safety requirements.

PREFERRED EDUCATION AND EXPERIENCE
- 0–3 years of experience in HR administration and/or payroll processing
- Working knowledge of California wage and hour laws
- Strong attention to detail and accuracy
- Proficiency with Microsoft Excel and HR/payroll systems
- Ability to professionally interact with field employees and management
- Familiarity with Certified Payroll
COMPUTER SKILLS
- Must demonstrate proficiency in Microsoft Office applications, (i.e. Outlook, Word and Excel)
- Familiarity with HR/payroll systems
REQUIRED COMPETENCIES
