The HR Portfolio Manager partners with the HR leaders and HR Centers of Excellence (COEs) to plan, coordinate, monitor, and report on the Human Resources project portfolio. This role serves as the central project management resource across HR, helping leaders develop project plans, establish timelines, monitor progress, and communicate project health. The position supports both technology and programmatic initiatives while promoting consistent project management practices, governance, and portfolio visibility across Human Resources.
Roles & Responsibilities:
HR Portfolio Planning & Project Management
- Partner with HR leaders and functional SMEs across Total Rewards, Talent Acquisition, Talent Management, Employee Engagement, Learning, HR Operations, and other functions to manage the HR project portfolio, align initiatives with strategic priorities, and define project scope, timelines, milestones, dependencies, and resource needs.
- Develop and maintain integrated project plans and schedules using standard project management methodologies.
- Facilitate project kickoff meetings, planning sessions, and project reviews to ensure initiatives remain on track with organizational priorities.
- Coordinate project governance by facilitating cross-functional meetings, maintaining project documentation and decision logs, identifying risks, issues, and dependencies, and driving mitigation plans.
- Promote consistent use of project management tools, templates, and continuous improvement practices.
Portfolio Reporting & Executive Communications
- Establish a consistent portfolio reporting cadence by developing standardized dashboards, scorecards, and performance metrics to track project health, milestones, deliverables, and overall portfolio progress.
- Maintain project health scorecards using indicators such as Schedule, Scope, Budget (when applicable), Risks & Issues, and Overall Project Health (Red/Yellow/Green).
- Prepare executive portfolio summaries and presentations highlighting accomplishments, upcoming milestones, risks, and decisions requiring leadership attention.
Project Delivery Support
- Support HR leaders in planning and launching initiatives from concept through implementation, including development of project charters, business cases, RFPs, implementation plans, and vendor coordination.
- Ensure projects remain aligned with strategic priorities, timelines, and organizational objectives throughout delivery.
Basic Qualifications:
- Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
- Bachelor's degree in Business Administration, Human Resources, Project Management, Organizational Leadership, Information Systems, or a related field.
- Project Management Professional (PMP) certification required.
- 5+ years of experience managing projects, programs, or portfolios in a corporate or consulting environment.
- Experience partnering with business leaders to plan, coordinate, and execute cross-functional initiatives.
- Demonstrated experience developing project plans, schedules, timelines, risk logs, and status reports for multiple concurrent projects.
- Experience facilitating project governance, executive status reviews, and stakeholder communications.
- Experience developing and maintaining project dashboards, portfolio reporting, and project health metrics.
- Proficiency with project management and collaboration tools (e.g., Microsoft Project, Smartsheet, Planner, SharePoint, Microsoft Teams).
- Strong organizational, facilitation, and communication skills with the ability to influence stakeholders across multiple functional areas.
- Ability to manage competing priorities and drive projects to successful completion.
- This position requires a minimum of 50% hybrid on-site.
Preferred Qualifications:
- Master's degree in Business Administration (MBA), Human Resources, Organizational Leadership, or a related field.
- Experience supporting or establishing an HR Project Management Office (PMO) or portfolio management function.
- Experience supporting enterprise HR technology implementations (e.g., Workday, ServiceNow HRSD, SuccessFactors, Oracle HCM).
- Experience supporting Requests for Proposal (RFPs), vendor selection, and implementation activities.
- Familiarity with Organizational Change Management (OCM) methodologies.
- Experience working within a Federally Funded Research and Development Center (FFRDC), government contractor, or other complex matrixed organization.

$132,000 - $165,000 - $198,000 Annual
