C Evans Consulting is seeking an experienced Federal HR Staffing Specialist to support a new DoD contract. You will join a high-impact team that manages cradle-to-grave federal staffing and classification services for a multi-agency federal client base. This role requires an active Secret clearance.
This is a fantastic opportunity to work on mission-critical hiring initiatives supporting the Department of Defense's accelerated 60-day hiring model.
Key Responsibilities:
Manage 25-30 active hiring actions across all phases of the recruitment lifecycle
Collaborate with hiring managers on job analyses, assessments, and recruitment strategies
Create and post vacancy announcements in USA Staffing (USAS)
Utilize DoD HR systems, Defense Civilian Personnel Data System (DCPDS) and automated staffing tools to streamline hiring process
Review applicant eligibility and qualifications, applying specialized experience and veterans' preference criteria
Generate and issue certificates of eligible candidates
Coordinate tentative and final job offers and onboarding steps
Respond to inquiries from applicants, hiring managers, and stakeholders
Participate in hiring process improvement initiatives, SOP updates, and policy documentation
Work within timelines established by the DoD 60-Day Hiring Model
Ensure compliance with DoD merit system principles, and Equal Employment Opportunity (EEO) laws.
Utilize hiring tracking tool for daily updates to ensure alignment with 60-day time-to-hire goals
Required Qualifications:
Federal staffing and recruitment experience
In-depth understanding of federal hiring authorities (e.g., DE, MP, DHA, Pathways, Schedule A)
Experience with USA Staffing, DCPDS, and federal HR regulations (Title 5, DCIPS, CES)
Strong interpersonal, analytical, and communication skills
Secret clearance
Preferred Qualifications:
Experience supporting DoD or WHS environments
Familiarity with direct hire recruiting events, LinkedIn Talent Mining
Knowledge of performance metrics related to TTH, certificate quality, and compliance
Experience working with classification and staffing integration
