Position Overview
PRC Resources is seeking a Health, Safety & Environmental (HSE) Manager / Coordinator for a growing ready-mix concrete company in the Schertz, TX area.
This position will play a key role in developing, implementing, and improving safety and environmental programs across multiple operational locations. The ideal candidate is a hands-on safety professional who enjoys being in the field, working directly with employees, and partnering with leadership to promote a strong culture of safety and accountability.
We're looking for someone who can go beyond simply monitoring compliance—someone who can identify risks, implement practical solutions, coach employees, and drive meaningful improvements in workplace safety.
Safety Leadership & Program Management
Develop, implement, and continuously improve company-wide health, safety, and environmental policies, procedures, and programs.
Promote a proactive, safety-first culture across ready-mix plants, fleet operations, and job sites.
Partner with management, supervisors, drivers, and field personnel to identify hazards, address unsafe conditions, and improve safety practices.
Conduct regular safety inspections, audits, and risk assessments across operational facilities and equipment.
Recommend and implement corrective actions, process improvements, and preventive safety measures.
Regulatory Compliance & Incident Management
Ensure compliance with applicable OSHA, DOT, EPA, and state and local safety and environmental regulations.
Lead incident investigations, identify root causes, document findings, and implement corrective actions.
Maintain accurate safety documentation, training records, inspection reports, and regulatory compliance records.
Support workers' compensation claims, return-to-work initiatives, and drug and alcohol testing requirements as applicable.
Assist with fleet safety, driver qualification requirements, and DOT compliance initiatives.
Training & Employee Development
Conduct employee safety orientations, toolbox talks, and ongoing safety training.
Coach employees and supervisors on safe work practices, hazard recognition, and accident prevention.
Coordinate required certifications, training programs, and emergency preparedness activities.
Develop and review Job Hazard Analyses (JHAs), Job Safety Analyses (JSAs), and safe work procedures.
Environmental & Operational Safety
Support environmental compliance initiatives, including stormwater management, spill prevention, hazardous materials, and waste management.
Monitor safety practices involving heavy equipment, ready-mix trucks, plant operations, and construction job sites.
Address industry-specific hazards, including silica exposure, chemical handling, Lockout/Tagout (LOTO), confined spaces, fall protection, and heat stress.
Track safety performance metrics, identify trends, and provide recommendations and reports to leadership.
Qualifications
3+ years of experience in occupational health and safety, preferably within ready-mix concrete, construction, heavy equipment, manufacturing, or industrial operations.
Strong working knowledge of OSHA regulations, workplace safety standards, and incident investigation procedures.
Experience conducting field inspections, employee safety training, and compliance audits.
Familiarity with DOT regulations, fleet safety, and environmental compliance is highly desirable.
Ability to develop practical safety solutions and effectively communicate expectations across all levels of an organization.
Strong organizational, documentation, and problem-solving skills.
Proficiency with Microsoft Office and electronic safety management systems.
Valid driver's license and ability to travel between company locations and job sites.
Degree in Occupational Safety, Environmental Science, or a related field preferred but not required.

OSHA 30-Hour Construction or General Industry
Certified Safety Professional (CSP), Associate Safety Professional (ASP), or Construction Health and Safety Technician (CHST)
OSHA Authorized Trainer
First Aid / CPR / AED
DOT or environmental compliance certifications
