High-Pressure Vessel Manufacturing
Position SummaryA leading industrial manufacturing company is seeking a
Senior HSE & Compliance Manager to lead Health, Safety, Environmental, and Regulatory Compliance programs across manufacturing, fabrication, testing, and field operations.
This position will serve as the subject matter expert for occupational safety, process safety, environmental compliance, and risk management related to the manufacture and testing of high-pressure vessels and associated equipment.
The ideal candidate will be a strategic safety leader who can develop and drive a strong safety culture while ensuring compliance with
OSHA, EPA, DOT, ASME, NBIC, and applicable state and local regulations. The role works closely with Operations, Engineering, Quality, and Leadership to identify and mitigate workplace hazards while supporting operational excellence and continuous improvement.
Key Responsibilities
Health & Safety Leadership
- Develop, implement, and continuously improve HSE policies, procedures, and management systems.
- Lead companywide safety initiatives focused on incident prevention and risk reduction.
- Serve as a key advisor to leadership on HSE matters and regulatory compliance.
- Establish and monitor HSE performance indicators and safety metrics.
- Promote a proactive safety culture through leadership engagement, employee participation, and accountability.
Regulatory Compliance
- Ensure compliance with OSHA, EPA, DOT, state, and local regulatory requirements.
- Develop and maintain compliance programs covering:
- Lockout/Tagout (LOTO)
- Confined Space Entry
- Hot Work
- Respiratory Protection
- Fall Protection
- Industrial Hygiene
- Hazard Communication
- Powered Industrial Trucks
- Hearing Conservation
- Hazardous Waste Management
- Process Safety Management (OSHA 1910)
- Serve as a primary liaison with regulatory agencies and external auditors.
- Work with local Authorities Having Jurisdiction (AHJs) on permitting for field operations.
Manufacturing & Process Safety
- Lead risk assessments for manufacturing and field operations involving:
- Pressure vessel fabrication
- Welding and cutting operations
- Hydrostatic and pneumatic pressure testing
- Heavy lifting and rigging
- Coating and blasting operations
- Chemical handling and storage
- Field dispensing and delivery operations
- Conduct Job Hazard Analyses (JHAs), Process Hazard Analyses (PHAs), and other risk assessments.
- Lead HAZOP and other process hazard analyses.
- Lead site safety surveys for offsite operations.
- Develop controls for high-hazard activities associated with pressure vessel manufacturing and testing.
- Ensure safe procedures are established for hydrotesting, pneumatic testing, pressure relief systems, and stored-energy hazards.
- Partner with Operations and Engineering leadership to ensure safety policies and practices are followed and procedures/work instructions are updated as needed.
Incident Investigation & Risk Management
- Lead investigations of incidents, near misses, property damage, and environmental events.
- Utilize root cause analysis methodologies to identify corrective and preventive actions.
- Track corrective actions through completion and verify effectiveness.
- Prepare reports and present findings to leadership.
Environmental Management
- Manage environmental compliance programs related to air emissions, stormwater, waste disposal, hazardous materials, and spill prevention.
- Maintain environmental permits, reporting requirements, and documentation.
- Coordinate environmental audits and inspections.
Training & Development
- Develop and deliver HSE training for employees, supervisors, and managers.
- Ensure required certifications and regulatory training are maintained.
- Coach supervisors and managers on safety leadership and compliance responsibilities.
- Support employee onboarding and orientation programs.
Auditing & Continuous Improvement
- Conduct facility safety inspections and compliance audits.
- Lead third-party audits and customer HSE assessments.
- Identify opportunities for continuous improvement and implement corrective measures.
- Benchmark best practices within manufacturing and industrial environments.
Emergency Preparedness
- Develop and maintain emergency response and crisis management plans.
- Coordinate emergency drills and response exercises.
- Serve as a key member of incident command and emergency response leadership teams.
- Perform other duties as needed.
Qualifications- Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, Industrial Technology, or a related field.
- 10+ years of progressive HSE experience in heavy manufacturing, industrial construction, pressure vessel fabrication, or related industries.
- 5+ years of leadership or management experience.
- Strong knowledge of OSHA regulations and industrial safety management systems.
- Experience implementing HSE programs from the ground up.
- Experience conducting incident investigations and root cause analyses.
- Experience working in fabrication shops, welding operations, and manufacturing facilities.
- Excellent communication, training, and leadership skills.
