The Opportunity

The HSE Manager is accountable for overseeing day-to-day safety activities within assigned operations or project sites. In this role, you will implement and maintain safety programs, ensure regulatory compliance, and serve as the primary point of contact for safety-related issues. You will supervise site-based safety staff, coordinate training and risk assessments, and drive a culture of continuous improvement. The HSE Manager collaborates with operations, engineering, and leadership teams to identify hazards, develop controls, and measure safety performance.

What you will do?

  • Program Implementation & Maintenance
    • Develop, implement, and maintain site- or department-level safety plans, standard operating procedures (SOPs), and technical deliverables aligned with corporate HSE policies.
    • Monitor adherence to all safety procedures, updating documentation as regulations or site conditions change.
    • Coordinate with Sr. Regional HSE Manager to roll out new programs (e.g., ergonomics, HOP, high-energy hazard controls).
  • Leadership & Staff Oversight
    • Supervise and mentor on-site safety personnel (Safety Professionals, Safety Interns), providing guidance on investigations, inspections, and reporting.
    • Lead regular safety team meetings, establish performance expectations, and conduct periodic evaluations.
  • Regulatory Compliance & Auditing
    • Ensure compliance with federal, state/provincial, and local regulations (OSHA 29 CFR 1910/1926, EPA, NFPA, ANSI, ISO 45001) by conducting routine gap analyses and audits.
    • Facilitate—and respond to—external regulatory inspections; oversee the implementation of corrective actions and track closure.
  • Risk Assessment & Hazard Management
    • Conduct job hazard analyses (JHAs), site walkthroughs, and risk assessments for routine and high-risk activities (e.g., confined-space entry, energized work, fall operations).
    • Oversee root cause investigations for incidents and near-misses, ensuring thorough documentation, lessons learned, and corrective/preventive measures are communicated and implemented.
  • Training & Competency Development
    • Develop, schedule, and deliver safety training modules (e.g., OSHA 30-Hour Construction/General Industry refresher, lockout/tagout, fall protection, hazard communication) tailored to site needs.
    • Track training records, verify certifications (First Aid/CPR, equipment operator qualifications), and ensure all personnel remain current on required certifications.
  • Performance Monitoring & Reporting
    • Collect, analyze, and report on leading and lagging indicators (e.g., TRIR, DART, near-miss reporting rates, corrective action closure) to Sr. Safety Manager and site leadership.
    • Identify trends or emerging risks and recommend process improvements to reduce incidents and enhance safety metrics.
  • Stakeholder Collaboration
    • Partner with project managers, operations leads, engineering, and subcontractor safety coordinators to integrate safety requirements into project plans, scopes of work, and procurement processes.
    • Serve as the primary safety liaison during project kickoff meetings, design reviews, and pre-mobilization planning sessions.
  • Emergency Preparedness & Response
    • Assist in maintaining and periodically testing site Emergency Action Plans (EAP), including evacuation drills, muster point assignments, and communication protocols.
    • Support Incident Command functions during emergencies by coordinating on-site resources, notifications, and post-incident documentation.
  • Continuous Improvement & Best Practices
    • Stay up to date with industry best practices, regulatory changes, and emerging safety technologies.
    • Drive continuous improvement initiatives—such as toolbox talk enhancements, safety recognition programs, and safety culture campaigns—to sustain engagement and ownership.

Required Qualifications

  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Industrial Engineering, Construction Management, or a related field (required)
  • Master’s degree in a relevant discipline (preferred)
  • OSHA 30-Hour Construction or General Industry
  • First Aid/CPR Certification
  • Minimum 5 years of progressively responsible safety experience, with at least 2 years supervising or coaching safety staff
  • Strong understanding of applicable regulations and standards: OSHA (29 CFR 1910/1926), EPA, NFPA, ANSI, ISO 45001
  • Proficiency in safety management systems and software (e.g., Intelex, Enablon, Hammertech) and Microsoft Office Suite
  • Ability to interpret engineering drawings, P&IDs, and process flow diagrams to identify potential hazards and controls
  • Competence in performing quantitative risk assessments, job hazard analyses, and reviewing Safety Data Sheets (SDS)
  • Proven track record in a site-based safety role, ideally within high-risk industries (e.g., construction, energy, manufacturing)
  • Demonstrated experience conducting incident investigations, root cause analyses, and corrective action implementation
  • Familiarity with developing and delivering technical safety training to diverse workforces

Preferred Qualifications

  • Certified Safety Professional (CSP)
  • Construction Health & Safety Technician (CHST)
  • Occupational Health & Safety Technician (OHST) (for manufacturing/service-oriented roles
  • Additional credentials (CIH, ASP, or equivalent)

Work Environment

  • Primarily site-based on active project locations with occasional office work
  • Required to wear appropriate PPE on site (hard hat, safety glasses, steel-toe boots, high-visibility apparel, etc.)
  • Exposure to typical industrial or construction conditions: noise, dust, moving machinery, heights, confined spaces
  • Must be physically capable of walking, standing, climbing ladders/scaffolds, and accessing elevated work areas for inspections
  • Occasional evening or weekend work may be required to support urgent incident response, audits, or special training events
