The Detailee of this position reports directly to the OMB Human Capital Director and senior leadership on OMBs organizational matters impacting its executive staff members. The incumbent will provide program direction in all aspects of Executive Resources as well as human capital management, including reviewing and recommending organization alternatives to enhance OMBs performance in the crucial area of human capital management.

As a Human Capital Specialist (Executive Resources) (Detail), GS-0301-14, your typical work assignments may include the following:

  • Oversees the merit staffing processes for all career SES recruitment to include developing position descriptions, crediting plans, vacancy announcements, convening rating and ranking panels, facilitating interviews, and final referral of candidates to the hiring manager.
  • Advises hiring managers on recruitment procedures, reviews and transmits requests for QRB certification, and monitors the status of cases.
  • Ensures critical human capital and staffing reports are updated in a timely, accurate manner and responds to various requests for data from senior leadership, managers, and the Office of Personnel Management (OPM).
  • Oversees the executive performance management lifecycle to include developing plan initiation guidance, monitoring and issuing performance review guidance, and advising on close-out and rating processes.
  • Advises the Lead Human Capital Specialist (Executive Resources) on Performance Review Board (PRB) matters, to include performance-based awards and salary increases.
  • Manages USA Performance (USAP) account lifecycle management for senior executives and policy officials, to include activating/deactivating accounts, establishing plans, and resolving system issues with staff.
  • Coordinates with the Chief Learning Officer on executive development offerings, supervisory trainings, and other mandatory Learning & Development requirements, such as Executive Development Plans.
  • Performs other duties as assigned.

  • Home agency must concur with the non-reimbursable detail. A memorandum of understanding (MOU) will be signed.

Qualifications

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

For the GS-14: Must currently hold a GS-14 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement as well as have experience demonstrating the knowledge, skills, and abilities below:

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
