The American Association of State Highway and Transportation Officials is currently hiring a Human Resource Manager, a full-time position located in our Washington, DC office.

Nature of Position:

AASHTO’s Human Resource Manager is responsible for ensuring the effective administration and delivery of human resource support and services to approximately 150 employees across two office locations. As a senior representative of AASHTO’s HR team, the Human Resource Manager is expected to provide the highest quality of service and execute all responsibilities with professionalism, empathy, and a commitment to fostering an inclusive environment that respects all employees.

This role’s primary focus areas include recruitment, benefits administration, and workforce support functions.

Recruitment:

The Human Resource Manager is responsible for providing general oversight and strategic leadership to the Association’s day-to-day recruitment efforts. To ensure recruitment activities proceed effectively and efficiently, the Human Resource Manager works closely with the Recruitment Specialist and hiring manager throughout the recruitment lifecycle, makes strategic recommendations to improve active recruitments and the candidate pool when needed, and provides their sound judgement and input to ensure positions are successfully filled.

Following the hiring of a new employee, the Human Resource Manager oversees the HR onboarding process and coordinates responsibilities across divisions as needed to ensure new employees have the best onboarding experience possible.

Prior to recruitment and as needed throughout the year, the Human Resource Manager is responsible for providing oversight and guidance to ensure position descriptions are accurate and up-to-date. Working closely with the Recruitment Specialist and supervisors, the Human Resource Manager ensures duties are accurately described and titles are consistent across divisions, while also ensuring that the unique, position-specific language that is appropriate for each role is included. As needed, the Human Resource Manager works with the Director of Human Resources and external compensation consultant when changes that have the potential to impact position classification are considered.

Benefits Administration:

The Human Resource Manager oversees AASHTO’s benefit administration and is expected to position themselves as a trusted and helpful resource to employees. They work closely with the HR Specialist to support escalated benefit issues and communications with our carriers and benefit broker as needed, manage required processes for annual open enrollments, and seek out opportunities to increase awareness of the benefits available to employees. The Human Resource Manager is additionally responsible for overseeing AASHTO’s required annual filings and processes, including ACA.

Workforce Support:

The Human Resource Manager provides oversight and support to HR processes and employee initiatives that are critical to the Association and is expected to continuously evaluate and make recommendations to strengthen programs. The HR Manager is directly responsible for overseeing and executing AASHTO’s engagement survey, and is expected to run a comprehensive process that includes robust support prior to, during, and after the survey is administered to ensure AASHTO is able to fully maximize this opportunity for employee feedback. Additionally, the Human Resource Manager is responsible for providing oversight to the annual performance review process; onboarding/exit surveys; and supports events throughout the year such as providing HR-related content to staff meetings as needed, and planning trainings and other events throughout the year.

The Human Resource Manager also serves as the lead point of contact for Association staff seeking HR assistance to resolve complex challenges, and is responsible for providing sound HR advice and support that is consistent with AASHTO policies and processes, and looping in the Director of HR as appropriate.

The Human Resource Manager manages employee medical leave and accommodation requests and ensures compliance with all applicable AASHTO policies, state, and local laws. They are responsible for providing employees with comprehensive information regarding what is applicable to their situation, responding to questions regarding required forms and documentation, and providing the necessary support as requests proceed through AASHTO review’s process.

The Human Resource Manager is expected to support the Director of HR in strategic planning initiatives throughout the year, and in the effective administration of the HR division. They are responsible for carefully reviewing monthly financial statements and closely tracking the division’s budget. Additionally, the Human Resource Manager is expected to support continuous improvement of HR service delivery and to strengthen AASHTO’s HR initiatives and programs at AASHO.

Position Requirements:

The successful candidate will have a minimum of 10 years of experience in full-scale human resource experience. Previous positions should demonstrate professional growth supporting organizations in a fast-paced environment. A bachelor's degree is required. A Master’s degree in human resources, business or organization management, or another closely-related field is highly desired.

The Human Resource Manager must have impeccable attention to detail and critical thinking skills, exceptional judgment and the ability to take responsibility for projects of a sensitive and confidential nature. They must have strong oral and written communication skills. The ability to conduct thorough research for employee-related needs, and the ability to efficiently utilize Microsoft applications such as Word, Excel, Outlook, Teams and other routine applications are essential to this position. The incumbent must possess the ability to work quickly, independently, and accurately. Experience utilizing an HRIS is required, particularly ADP WorkforceNow.

This position primarily reports out of our Washington, DC office located in Metro Center. AASHTO offers employees hybrid work schedules, with remote work up to 2-3 days/week.

The salary range for this position is $102,000 – $135,000.
