Job Summary/Company:
Sparks Group has partnered with a federal contractor to identify a highly experienced Human Resources Specialist IV with deep expertise in position classification, position management, and organizational design. This role supports complex HR functions aligned with OPM standards and federal regulations, including the development and evaluation of position descriptions across multiple grade levels, including Senior Executive Service (SES) roles.

Responsibilities:
Position Classification & Management
  • Develop, revise, and classify position descriptions (PDs) across a variety of GS grade levels in accordance with OPM standards
  • Prepare Position Evaluation Statements (PES) and Position Designation Tool (PDT) records
  • Draft Statements of Differences for career ladder positions
  • Develop executive-level PDs, including SES positions, ensuring compliance with OPM functional criteria and GS-15+ benchmarks
Audits & Compliance
  • Conduct desk audits to determine appropriate series, grade, and organizational alignment
  • Provide recommendations consistent with federal classification standards
  • Ensure compliance with applicable laws, regulations, and OPM guidance
Advisory & Consultation
  • Advise management on:
    • Position design within complex organizations
    • Classification policies and procedures
    • Organizational structure and workforce utilization
  • Provide expert guidance on complex or contentious classification and organizational issues
  • Deliver both written and verbal consultations based on sound HR principles and federal regulations
Policy & Process Development
  • Develop and communicate internal classification policies and procedures
  • Establish standardized processes to ensure consistent application of classification guidance across the organization
Additional HR Functions
  • Determine:
    • Sensitivity levels (per 5 CFR 1400)
    • Suitability requirements (per 5 CFR 731)
    • FLSA status
    • Law enforcement retirement coverage
  • Support broader HR initiatives, including:
    • Agency reorganizations and realignments
    • HR policy development
    • Recruitment and staffing
    • Payroll and benefits administration
    • Employee development initiatives

Qualifications/Background Profile:

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field
  • 3+ years of federal HR experience performing classification and position management functions
  • Demonstrated experience:
    • Creating, modifying, and classifying PDs across multiple GS levels
    • Conducting desk audits
    • Advising leadership on organizational design
    • Developing HR policies and classification processes
  • Strong knowledge of:
    • OPM classification standards and guidance
    • Federal HR laws, rules, and regulations
  • Experience supporting complex organizational structures

    Pay Range: Hourly $55.00 to $72.00
