DEFINITION
Under general supervision, the Human Resources Technician - performs routine, sensitive and functional and administrative support duties for the Human Resources Department; serves as first point of contact with the Human Resources department for employees, applicants, and the public regarding routine human resources information; researches, compiles, and gathers human resources information and data and prepares reports and presentations; interprets rules, regulations, policies, and provisions for human resources compliance activities and reporting; provides support in tracking and compiling information and data for Human Resources operations, contract negotiations, and other human resources needs; and performs other related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Human Resources Technician provides functional human resources and administrative support. As experience is gained, assignments become more varied and are performed more independently. The Human Resources Technician is distinguished from the Human Resources Specialist in that the latter performs more complex, responsible, paraprofessional, and specialized human resources support functions requiring additional training and/or experience and may provide technical and functional direction to lower-level support staff.
KEY FUNCTIONS and RESPONSIBILITIES
Essential functions and responsibilities may include, but are not limited to, the following:
- Performs a variety of human resources-related functions and clerical support departmental programs, including recruitment and selection, payroll processing for employees and faculty, leaves administration and compliance support; interprets and provides information regarding human resources policies, procedures, and various District human resources programs and ensures compliance with legal, state, and contractual requirements.
- Answers applicant and employee inquiries regarding employment policies and procedures, pay practices, retirement and fringe benefits, accommodations, collective bargaining contracts and other Human Resources programs, policies, and procedures; assists employees with accessing information, completing forms and understanding procedural processes; applies departmental and program policies and procedures to determine completeness of applications, records, and files; researches and resolves discrepancies.
- Establishes and maintains a variety of assigned personnel files and records in accordance with established procedures, policies, rules, and regulations including information used in investigations and grievances; verifies accuracy of information, researches discrepancies, and records information; monitors and updates Human Resources Information System (HRIS), databases, and files and follows up as needed.
- Assists in preparing and has regular access to information and pre-decisional information regarding proposed disciplinary actions and corrective actions before disclosing to bargaining units or employees; may provide technical input on contract language.
- Composes, types, formats, and proofreads a variety of routine reports, letters, documents, flyers, brochures, calendars, and memoranda.
- Researches, compiles, organizes, and distributes information and data for administrative, statistical, and human resources reports; checks data; prepares and assembles reports, manuals, articles, announcements, and other informational materials.
- Supports Human Resources Analyst and Specialists with data entry, running standard reports, and reconciliation processes including those related to faculty and classified staff, pay, compliance, and equity programs.
- Provides backup to other staff including recruitment and hiring support, processing personnel action forms, monitoring, calculating and entering column/step increases and retroactive pay adjustments, and entering documents and data into the HRIS or the applicant tracking system (ATI).
- Coordinates meeting and event logistics and assists in preparing presentation materials for HR and professional development trainings and workshops; prepares Board action items and supporting materials for agenda reports.
- Embraces new technology and digital initiatives; ensures strict compliance with data integrity, privacy, cybersecurity, accessibility, and governance standards; assists in testing system upgrades.
- Performs related duties as assigned.
As Assigned:
- Serves as an initial point of contact for recruitment information and questions; answers questions from District staff, applicants and the public on job opportunities, recruitment policies and processes; assists Human Resources Specialist with posting jobs and tracking applicants; may attend job fairs and other outreach events.
- Prepares and distributes new-hire and orientation packets and conducts individual and group orientations; assists with pre-hire testing, data entry and maintenance of medical records and TB clearances; performs Live Scan fingerprinting and clearances.
- Verifies and reviews various benefit forms and reports, personnel forms, and payroll account balances for completeness and conformance with established regulations and procedures.
- Issues instructional or non-instructional contracts to part-time and full-time faculty; works with other District and College divisions and departments to issue contracts for faculty instructional and non-instructional assignments in faculty load and compensation database; monitors progress of pending contracts and creates jobs for acknowledged assignments.
- Monitors, calculates, and enters column and salary placement of part-time and full-time faculty as outlined in the labor contract; monitors column/step increases, cost-of-living adjustments, and retroactive compensation based on labor contract provisions; enters salary changes into the HRIS for payroll processing.
- Verifies and enters retroactive adjustments for additional pay, stipend, or other compensation for part-time and full-time faculty overloads; responds to requests and inquiries from employees regarding gross pay issues.
- Interprets rules, regulations, policies, and provisions for the medical leave process, including Extended Sick Leave (ESL), Family Medical Leave Act (FMLA), California Pregnancy Disability Leave (CPDL), California Family Rights Acts (CFRA), Long-Term Disability (LTD), and Family Bonding Leave Act (FBLA); serves as an initial point of contact for medical leave inquiries; calculates, monitors, and posts employee leaves and absences; refers exceptional cases to the appropriate administrator for review before providing further action.
- Monitors temporary, full- and part-time employees and faculty, and classified hourly employees for California Public Employees Retirement System (CalPERS)/California State Teachers' Retirement System (CalSTRS) membership compliance; enters and updates human resources and payroll system files to establish CalPERS/CalSTRS membership deductions; assists payroll department in processing CalPERS service credit buy-back.
- Provides guidance during an employee's retirement or separation from the District; prepares and completes forms for CalPERS and CalSTRS reports and verifies appropriate retirement or separation dates; notifies benefits and payroll of employee separation; calculates unused sick leave; calculates and audits final pay; updates termination date in the HRIS.
- Assists in coordinating the annual budget roll to develop budgets and benefits costs; communicates with appropriate divisions and departments to confirm positions.
- Distributes human resources evaluation forms and monitors their completion; reviews professional growth activity documentation submitted by faculty; notifies faculty of professional growth and other related activities; conducts training and workshops in support of new faculty who are eligible for tenured full-time faculty to complete their professional growth; prepares professional growth award materials for committee evaluations; records professional growth in HRIS; notifies administrators of upcoming evaluations.
MINIMUM QUALIFICATIONS
- Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
- An associate degree with some coursework in human resources, business or public administration, AND at least three years of progressively responsible office or administrative support experience in a public agency; or an equivalent combination of training and experience.
Preferred Qualifications:
- A bachelor's degree.
- Experience in Human Resources support with a California community college.
