Enrollment Management Central Office (EMCO)
Please consider joining the EMCO team! We enjoy working hard and providing superior service to our customers. Enrollment Management employs over 200 FTE's and RGP's, around 250 student workers per semester, and 50 temporary faculty and staff.
The Enrollment Management Central Office is a shared services model business office that serves the business and human resources needs of the eight departments within Enrollment Management: Office of Undergraduate Admissions, Visitors Center, Enrollment Data Analytics, Enrollment Management, Office of Student Financial Aid and Scholarships, Office of New Student Orientation, Office of the Registrar, and TRIO Programs.
We are looking for an experienced human resources professional who is creative, innovative, resourceful, and diligent to lead the HR activities of Enrollment Management. This position provides strategic HR guidance, supports workforce planning, and ensures compliance with university policies and state and federal regulations. They are responsible for all unit HR actions. The Advisor contributes to a positive and inclusive campus environment by supporting employee engagement, organizational effectiveness, and operational excellence. This Advisor serves as first-level supervisor.
Job Related Minimum Required Education and Experience
Required Certification, Licensure/Other Credentials Preferred Qualifications
Knowledge and understanding of USC HR policies, State of SC HR Regulations and applicable federal HR laws/regulations specific to higher education. Prior experience in cross-functional HR program management.
Knowledge/Skills/Abilities
Excellent communication and interpersonal skills with the ability to mentor and lead others to ensure effective unit operations. Ability to handle data with confidentiality. Ability to manage multiple assignments simultaneously. Knowledge of state and federal laws and regulations related to human resources. Ability to analyze requests to determine compliance with policies, procedures and regulations. Ability to develop and maintain effective working relationships with both internal and external customers. Must possess the ability to write clearly, accurately, and effectively. Demonstrated ability to effectively evaluate and prioritize work assignments to meet timeliness and quality expectations. Ability to learn, adapt to and operate efficiently in multiple systems utilized concurrently, including human capital management system, talent management and other relevant integrations, and Microsoft Office.

Mentors and supports the HRBP unit by providing HR guidance and support, sharing best practices, and educating the unit on HR processes, procedures, and applicable regulations/laws. Provides day-to-day leadership and guidance for HR activities within the assigned unit, assisting with the coordination and completion of daily HR responsibilities and ensuring effective and timely HR service delivery. Maintains direct responsibility for assigned HR actions, including initiating, processing, and monitoring actions through completion. This role fosters a collaborative team environment and contributes to building HR capacity across the university through coaching, knowledge sharing, and peer support. Serves as the first-level supervisor for assigned HR staff.

Leads and supports strategic HR initiatives by advising unit leadership on organizational goals, workforce needs, and HR matters, developing internal communications, and participating in high-level planning meetings. Works collaboratively with unit leadership to identify HR priorities and coordinate appropriate actions in support of departmental and organizational needs. The role collaborates on special projects with HR operations and designs off-boarding strategies informed by workforce trend analysis and institutional data.

Responsible for classification and compensation activities for staff in assigned areas. In partnership with area management, creates and maintains meaningful position descriptions. Provides approval in collaboration with HRBP for all base and additional pay for staff positioned employees. Partner with area management concerning eligibility, equity, and justification. Counsels managers and employees in classification and compensation policies/procedures and disseminates applicable information. Provides a forward-looking HR perspective to help leadership anticipate workforce needs and align positions and compensation practices with the strategic direction of the unit.

Consults with staff and leadership on interpersonal and performance issues, manages sensitive matters within a structured and compliant framework, and escalates cases to expert employee relations team as needed. The position also coordinates ADA accommodations under the direction of the HRBP and contributes to cost-saving and compliance initiatives that support a positive and equitable workplace culture. Provides a proactive HR perspective to help leadership identify emerging workforce concerns, strengthen employee relations practices, and support a productive and engaged workforce.

Develops and coordinates HR processes, procedures, and assignments within the HRBP unit. Provides leadership for HR operations within the assigned unit by establishing priorities, coordinating workflow, and ensuring effective and timely HR service delivery. Supports HRBP unit staff as needed due to workload capacity, escalation needs, and/or additional needs outside of normal daily operations. Provides timelines and planning for annual or cyclical HR processes. Proactively evaluates HR processes and evolving unit needs to identify and advance opportunities for continuous improvement, greater efficiency, and enhanced service delivery. Develops and implements practical solutions that move HR operations forward and better support the changing needs of the unit and its departments.

Assesses complex/non-routine HR items to determine appropriate action and whether escalation is necessary and coordinates with the HRBP and other appropriate university partners as applicable. Performs all HRBP unit duties as needed during times of absence, high volume, or other operational needs. Provides support to HRBP unit staff as needed and assists in balancing priorities and workload to meet the needs of the unit. Participates in special assignments/projects as requested by DHR leadership.
