    The Health Human Resources team is responsible for providing professional, quality Human Resource services to the Health Department employees, managers and our partners. The Human Resources Analyst 1 will be an integral part of a closely structured team and will provide professional and technical support in a variety of Human Resources areas including operations, administration, time entry, policies and procedures, labor contract interpretation, and specialized Workday support. This position will triage a high volume of questions and inquiries that are received via email or phone, largely in the area of time entry and Workday functions, to assign to the correct HR partner or handle directly based on the complexity or sensitivity of the question or event. 


    As the Human Resources Analyst 1, you will: 

    • Ensure time/payroll entry is completed, verified and approved in Workday for the Health Department each pay period.
    • Utilize a combination of reporting tools and standard procedures to ensure that time entries are accurately completed, verified, and approved in Workday. Communicate any pertinent information to employees, managers, and supervisors.
    • The position will require occasional onsite meetings with employees and/or leadership from our divisions, including Corrections Health to discuss challenges related to time entry, shifts, and schedules
    • Triage and process incoming contacts received from employees, managers/supervisors and other County departments regarding time entry, compensation and a variety of other employee related topics.
    • Analyze and research questions related to time entry, compensation and other employee related topics to provide accurate and comprehensive replies based on records from Workday or other resources as needed.
    • Document research and actions taken following HDHR standard processes or needed for reporting purposes, potential challenges or requests for information, overpayments/underpayments, etc.
    • Research labor contracts, Personnel Rules, Administrative Guidelines, employment laws and regulations to respond to managers, supervisors, and employees’ requests or complaints.
    • Consult with employees, managers/supervisor, Senior Business Partners and other County teams as needed to resolve questions and inquiries.
    • Provide follow-up on Workday inquiries; consult with Health HR Analysts and utilize a process workflow, to address complex issues as needed. 
    • Consult with the Workday Admin team for problem solving, to identify enhancements to process functionality, or reconfiguration suggestions.
    • Answer questions and communicate to the employee or manager how changes in employee or position status can affect other areas such as vacation accrual, benefits, over or under payment, etc.
    • Initiate, process and complete personnel actions including job, data, and compensation changes,  to support managers and recruiters.
    • Run routine and ad hoc reports for time entry, leave, staffing changes, and others as needed for audits, PECBA requests, collective bargaining negotiations, grievances, etc.
    • Initiate, follow up, and complete a breadth of Workday actions including personnel information, position management, personnel changes, time entry, absences. 
    • Research and respond to questions received for seniority challenges or questions, step increases or other topics from employees, managers or Labor Relations. These are examples of the services and tasks the HM team supports and many of these tasks can be seasonal in regards to processes.

    Minimum Qualifications/Transferable Skills*:

    • Education training equivalent to a bachelor's degree.
    • Up to one (1) year of relevant experience that demonstrates the ability to perform the duties of the position.
    • May be required to successfully pass an MCSO background check, which may include fingerprinting.

    Preferred Qualifications/ Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.     • Experience synthesizing data in order to independently solve problems or formulate recommendations 
    • Demonstrated ability to professionally and effectively communicate orally and in writing with a variety of people, answering questions and explaining technical information
    • Ability to communicate effectively through cultural differences, conflicts, tensions and misunderstandings
    • Advanced knowledge of the Oregon Nurses Association collective bargaining agreement, specifically regarding time and absence, compensation, and  for a Corrections facility
    • Experience navigating within Workday or similar HRIS system

    Pay Equity: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.

    Routine Telework (subject to change with Hybrid Work Initiative (HBI)): This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Gladys McCoy Building.


    Serving the Public, Even During Disasters: Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
