Job Summary

The Department of Administration, Division of Human Resource Management (DHRM) is recruiting for two Human Resources Analyst 2s to support recruitment operations and veteran workforce initiatives in Southern Nevada. Both positions administer the full recruitment lifecycle from requisition creation through posting, authorization, and certification. The incumbents work directly with business partners and hiring managers to assess staffing needs, develop recruitment strategies, and ensure timely and compliant recruitment processes in accordance with NRS 284 and NAC 284. One of the positions also serves as the Southern Nevada field representative for the State Veteran Hiring Program and plays a key role in outreach and workforce engagement efforts. Responsibilities include conducting outreach at military installations, including Nellis Air Force Base; delivering informational presentations; coordinating and participating in workforce meetings and networking initiatives; building professional relationships with military transition offices, veteran service organizations, and agency partners; and assisting with promotion and coordination of the State SkillBridge Program. The position collaborates with agencies and external partners to expand awareness of State employment opportunities and strengthen veteran workforce initiatives.

Human Resources Analysts perform professional Human Resources functions for the central Human Resources Department or perform comprehensive Human Resources functions for a state department, division, or agency. Work may involve employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing, and payroll.

Essential Qualifications

Graduation from an accredited college or university with a Bachelors degree in public administration or a related field and two years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.

Job Duties

Incumbents plan and implement recruitment and examination activities.

Incumbents review positions and recommend appropriate classification and compensation levels.

Incumbents make presentations before a variety of hearing bodies.

Incumbents provide advice to department management, line departments, or employees on policy and rule interpretation.

Incumbents investigate employee complaints and recommend alternative solutions.

Incumbents conduct research, prepare reports, and present findings.

Incumbents perform related work as required.

Under general direction, Human Resources Analyst 2s perform journey level work in one or more of the following areas: classification and compensation; recruitment and selection; grievance investigation; and policy development; also serves field departments as journey level generalist in support of major divisions or may support Human Resources Officer with very complex, statewide specialized programs. The class is distinguished from the Human Resources Analyst 1 level by the level of independent judgment exercised, and the journey level knowledge required. This is the journey level in the series.

Working knowledge of: principles, practices, methods of Human Resource administration, of classification, pay, recruitment, examination, selection, performance standards and evaluation, and training; interviewing techniques.

Knowledge of: organizational structure of state government, its agencies and divisions; position classification.

General knowledge of: employee relations; the methods of research and analysis; employee recruitment.

Skill in: interpreting and applying provisions of Nevada statutes, rules and regulations; analyzing Human Resource problems and recommending solutions; effectively interacting with all levels of employees and management; written English sufficient to compose routine business correspondence and reports.
