Human Resources Analyst – Benefits & ADA Coordinator

Starting Salary: $74,052.62 annually, $1,424.08 weekly

General Description:

Under general supervision, the Human Resources (HR) Analyst – Benefits & ADA Coordinator applies professional human resources principles and analytical expertise in the administration, oversight, and continuous improvement of the agency’s employee benefits, retirement, and ADA compliance programs. This position holds primary responsibility for the overall management, integrity, and compliance of the agency’s benefits and retirement programs and serves as the official ADA Coordinator, ensuring adherence to all requirements under the Americans with Disabilities Act (ADA), including overseeing accommodation processes, documentation, determinations, and interactive communications.

The role exercises considerable initiative and independent judgment, provides expert-level guidance to leadership and employees, ensures regulatory compliance, and develops data-driven insights to support decision-making.

Minimum Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field; AND
  • Three (3) years of progressively responsible professional HR experience, with direct experience managing or supporting benefits and retirement administration, FMLA/leave programs, and ADA accommodation processes.
  • A comparable amount of education and experience may be substituted for the minimum requirements.
  • Must possess a valid Florida driver’s license.

Background Screening: This position will require an extensive background investigation.

Essential Functions:

  • Serves as the agency’s primary authority for employee benefits and retirement program administration, ensuring accuracy, compliance, data integrity, and timely processing.
  • Functions as the agency’s ADA Coordinator, managing all aspects of ADA compliance including accommodation requests, determinations, documentation management, medical documentation review, interactive process meetings, and tracking.
  • Administers employee benefits enrollment, changes, terminations, retirement processes, and COBRA in accordance with plan requirements and applicable laws.
  • Provides expert-level guidance and policy advisement to employees and supervisors on ADA accommodations, benefits eligibility, required documentation, leave processes, and compliance with Federal, State, County, and local regulations.
  • Manages the ADA interactive process including intake, communication with medical providers, evaluation of accommodation options, implementation, follow-up, and re-evaluation.
  • Administers, tracks, and monitors leave programs including FMLA, personal leave, and military leave, ensuring compliance with all relevant regulations.
  • Identifies and analyzes trends involving ADA accommodations, leave usage, work restrictions, light duty, Workers’ Compensation, and return-to-work outcomes; creates, maintains, and communicates metrics and reports.
  • Compiles benefits data for audits, surveys, and management decision-making.
  • Ensures agency-wide compliance with ADA, FMLA, USERRA, HIPAA, and other applicable laws governing disability, medical documentation, leave administration, and benefits programs.
  • Produces, maintains, and supports standard and specialized reports related to benefits, ADA, leave administration, accommodations, and HR operations; ensures data integrity and conducts research and statistical analysis to support decision-making.
  • Coordinates with the Workers’ Compensation carrier to support case management, ensure timely processing, and facilitate alignment with ADA and return-to-work processes.
  • Maintains, updates, and audits HRIS records related to benefits, leave, restrictions, and ADA accommodations, ensuring accuracy, consistency, and data integrity.
  • Develops and updates HRIS user procedures and documentation and conducts system training for end users, specifically related to benefits, ADA, and leave administration processes.
  • Updates and maintains job descriptions, SOPs, and benefits-related documentation to ensure accuracy and regulatory compliance.
  • Participates in process improvement initiatives and provides data-driven recommendations to enhance benefits, leave, ADA, HRIS, and return-to-work processes.
  • Assists with conducting training for employees and supervisors related to benefits, FMLA, ADA, and leave procedures.
  • Ensures ongoing compliance with Federal, State, County, and local laws and regulations related to benefits, ADA, leave programs, and employee medical documentation.
  • Conducts and compiles information for research projects as needed, including contracts and Memorandums of Understanding (MOUs) for negotiations.
  • Coordinates mass update transactions in HRIS and verifies accuracy.
  • Handles the maintenance and modification of HRIS components.
  • Maintains current knowledge of HR operations and activities and applies HR functional knowledge to optimize HR information systems support.
  • Provides guidance and expert advice to management and other groups on technical, systems, or process-related topics.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County, and local ordinances.
  • Performs other duties as assigned.

  • General office setting with most duties being performed while sitting at a desk, table, or workstation.
