Job Summary

The Human Resources Analyst supports the City's payroll, HRIS, and employee benefit programs. This role manages biweekly and pension payroll processes, ensures compliance with regulations, and provides guidance to departments on payroll issues. The analyst maintains and upgrades HRIS and payroll software, performs fiscal and statistical analysis, develops cost estimates, and supports budgeting and collective bargaining. Additional duties include managing FMLA, supporting benefit programs, preparing pension reports, and delivering HRIS training to employees.

Job Responsibilities

  • Process and oversee the biweekly payroll and monthly pension payroll processes, ensuring accurate payment and compliance with the Labor Department (wage and hour) and IRS rules and regulations, City ordinances and policies, and negotiated labor contracts.

  • Advise employees of the health/dental benefit plan options, City-Flex Flexible Benefits Plan, SDRS, vision insurance, life insurance, voluntary products, such as life insurance, LTD, accident and critical illness offerings; conduct new employee orientation for benefits; process enrollments; assist employees with claim issues; and audit claim payments. Administer benefit changes/additions due to qualifying life events and coordinate annual open enrollment process.

  • Coordinate the audit and verification of biweekly payroll authorizations; prepare year-end tax reporting documents; advise departmental staff citywide on issues relating to payroll processing. Prepare the monthly City Health/Life Benefit report.

  • Administer voluntary product offerings, such as vision insurance, supplemental life insurance, AD&D, LTD, accident and critical illness. Reconcile billings and process monthly wage and/or age updates. Enhance, upgrade, and maintain the City's payroll, employee retirement contributions, and Human Resources information systems application software programs consistent with system specifications; research, test, document, and implement new software design applications to meet current and future departmental needs.

  • Assist department staff in the use of the HRIS and other computer functions. Serve as primary point of contact for employee issues related to the payroll and benefit system applications.

  • Perform fiscal, cost, and statistical analysis on payroll and benefit programs; develop budgetary cost estimates and provide ongoing support for the computation of the annual personnel services budget including compiling the necessary supporting documentation.

  • Develop cost estimates for economic proposals as necessary to support the collective bargaining process; assist in the development of contract language and assist in studying the fiscal and operational impacts of various contract proposals.

  • Manage FMLA requests, maintain usage balances and conduct training for managers.

  • Provide administrative and analytic support for the City's various benefit programs including the defined benefit pension, 457 deferred compensation, 125 flexible benefits, and sick leave assistance programs.

  • Receive, review and process claims and maintain records for unemployment insurance for full-time former employees; investigate and represent City along with respective departmental supervisors in adverse hearings; submit workforce data reports to the state Department of Labor.

  • Provide the necessary reports for the annual valuation of the City's pension systems.

  • Assist in the development and training for all employees in the use of the HRIS system.

  • Perform other such duties and functions as are necessary and incidental to the proper performance of this position.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in finance, business administration, HRIS management, or related degree with a minimum of two (2) years' highly relevant experience in finance, human resources, or system analysis; or any such combination of education, experience, and training as may be acceptable to the hiring authority.

  • Knowledge of federal, state, and local laws and regulations on employee compensation and benefit programs.
