Job Duties
Provides quality professional human resources services to staff and employees. Interprets Human Resource (HR) policies, procedures and provides guidance to support field staff on benefits, automated leave systems, Virginia Sickness and Disability Program (VSDP), Fair Labor Standards Act (FLSA), payroll, human resource transactions, Family and Medical Leave Act (FMLA), workers' compensation and other human resources functions. Resolves issues between human resources and payroll, Department of Human Resources Management (DHRM), Budget and the Department of Accounts (DOA), the third party administrators-Sedgwick for WC. Makes regular field visits to provide training and support to contacts.
Minimum Qualifications
Working knowledge of generalist human resource functions, to include all of the following; leave administration, timekeeping, complex payroll transactions, health benefits VSDP and workers compensation. Working knowledge of federal and state laws related to human resources. Demonstrated ability to analyze interpret and apply human resource policies and procedures and to consult with management and employees. Demonstrated skill in the use of a personal computer including the use of Microsoft Word, Access, Excel, PowerPoint and web applications. Experience working with the Human Capital Management (HCM) and Benefits Administration. Demonstrated ability to communicate effectively both orally and in writing. Strong interpersonal skills. Experience coordinating and providing administrative and program support services for HR.
Additional Considerations
Experience managing Short Term Disability (STD) claims, Worker's Compensation, DOCTime, Cardinal and Human Resources Reporting Maintenance (HRRM) data applications. Experience in Page up or recruitment management system. HR Certification.
