General Statement of Duties:
Provides comprehensive administrative and technical support to the Human Resources Department, assisting with recruitment, orientation and onboarding, responding to employee inquiries, personnel records management, workers' compensation and related claims administration, compliance tracking, and general departmental operations. Provides additional administrative support to Town Administration as assigned.
Supervision Received:
Receives general direction from the Assistant Town Administrator or designee. Performs assigned responsibilities with independence and exercises sound judgment in accordance with established laws, policies, procedures, and departmental practices.
Examples of Essential Duties:
- Assists with the full-cycle recruitment and onboarding process, including preparing and posting job announcements; reviewing applications; coordinating and participating in interviews; completing reference, background, and other pre-employment checks; preparing offer letters and pre-employment documentation; and facilitating new-hire orientation and onboarding.
- Serves as a point of contact for the Human Resources Department by assisting with responding to telephone, email, and in-person inquiries; provides accurate general information regarding benefits, paid time off, employment records, required forms, onboarding requirements, policies, and other routine HR matters; and refers complex or sensitive matters to the appropriate HR staff member.
- Assists employees with general questions regarding health, dental, vision, and life insurance benefits and retirement and deferred compensation plans; directs employees to the appropriate HR representative, plan administrator, carrier, or provider when additional assistance is required.
- Assists with coordinating workers' compensation claims administration, including receiving and reviewing First Reports of Injury, communicating with CIRMA and Town departments, tracking claim status and related documentation, maintaining accurate and confidential claim records, and participating in claims review meetings.
- Maintains required OSHA injury and illness records; prepares applicable logs and reports; and coordinates required annual posting, reporting, and electronic submission requirements.
- Coordinates and tracks automobile and other assigned claims; maintains supporting documentation; and communicates with CIRMA and applicable Town departments regarding claim status and resolution.
- Coordinates the scheduling of random drug and alcohol screenings; tracks completion; and maintains required confidential records and documentation.
- Compiles and prepares the Human Resources Department's monthly activity report by collecting, organizing, verifying, and summarizing relevant departmental information.
- Reviews and processes Human Resources invoices; verifies charges and supporting documentation; and routes invoices for appropriate authorization and payment.
- Assists employees with access to the Town's time-and-attendance and employee self-service systems, including general assistance with retrieving pay statements, W-2 forms, and other available employment information.
- Performs accurate data entry and maintains current electronic and paper personnel and departmental records in accordance with established recordkeeping, retention, confidentiality, and access requirements.
- Assists with maintaining the Human Resources calendar and tracking systems for employee evaluations, step increases, probationary periods, required follow-up, and other personnel-related deadlines.
- Coordinates with Information Technology and other Town departments to arrange hardware, software, system access, equipment, and other operational needs for newly hired or transferred employees.
- Assists with processing employment verification requests and coordinates the preparation and issuance of employee identification badges.
- Provides administrative support to Town Administration as needed, including answering and appropriately directing telephone calls and public inquiries; preparing correspondence and documents; copying, scanning, and maintaining records; assisting with mailings and meeting scheduling; and completing assigned administrative tasks and special projects.
- Maintains the confidentiality and security of personnel, medical, benefits, payroll, and other sensitive information.
- Performs related duties as assigned.
Other Job Functions:
- Assists with the onboarding, recordkeeping, and administrative needs of seasonal and temporary employees.
- Participates in Facility Safety Committee meetings and assists with related documentation, follow-up, and safety initiatives.
- Assists with departmental and Town-wide special projects, programs, events, and administrative initiatives as assigned.
- Provides backup administrative coverage and support within Human Resources and Town Administration as operational needs require.
Knowledge, Skills and Abilities Required:
- Working knowledge of modern human resources principles, practices, terminology, and administrative procedures.
- Working knowledge of recruitment, selection, onboarding, employee records administration, benefits support, workers' compensation, and workplace injury and illness recordkeeping.
- Knowledge of standard office practices, records management, document preparation, and confidential filing procedures.
- Ability to learn, interpret, explain, and consistently apply applicable laws, collective bargaining agreements, personnel rules, policies, procedures, benefit plan provisions, and departmental practices within the scope of assigned responsibilities.
- Ability to maintain strict confidentiality, exercise discretion, and handle sensitive personnel and medical information with integrity and professionalism.
- Ability to communicate clearly, tactfully, and professionally, both orally and in writing, with employees, applicants, retirees, public officials, vendors, members of the public, and representatives of outside agencies.
- Ability to organize and prioritize multiple assignments, maintain accurate records and tracking systems, meet deadlines, follow through on outstanding matters, and work effectively despite interruptions.
- Ability to exercise sound judgment, recognize matters requiring escalation, and respond appropriately to routine and sensitive inquiries.
- Ability to review documents for completeness and accuracy, perform accurate data entry, compile information, and prepare clear correspondence, reports, and summaries.
- Ability to perform routine business mathematical computations accurately.
- Ability to establish and maintain effective working relationships and to work collaboratively with employees and departments throughout the Town.
- Proficiency in Microsoft Office applications and the ability to learn and effectively use human resources, applicant tracking, time-and-attendance, employee self-service, and other departmental information systems.
Minimum Qualifications Required:
The knowledge and skills required for this position would generally be acquired through an associate degree from an accredited college or university in human resources, business administration, public administration, or a closely related field, and three (3) years of progressively responsible administrative experience, including at least one (1) year of experience supporting human resources functions. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. The successful candidate must satisfactorily complete the Town's required pre-employment screening process.
