PURPOSE OF POSITION:
Provides administrative support to the Director and Assistant Director of Human Resources on all personnel matters and departmental operations including computerized employee database and maintaining current files. Performs intermediate skilled clerical and administrative work preparing employee records and files; does related work as required. Work is performed under the general supervision of the Director of Human Resources.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Responsible for all aspects of HRIS payroll system functions, including but not limited to, inputting the payroll actions, and verifying actions and setting up workflows with IT for department use. Reports final payroll to Director for auditing. Serves as subject matter expert to troubleshoot a variety of problems/issues.
Processes all status changes, W4's, bereavement forms, 401k changes for payroll while working closely with the Finance department.
Administers the City's program for classification and pay, recruitment and selection, and creates reliable strategic planning programs for those areas and ensures compliance with all regulations governing human resources.
Maintains all records in the Human Resources Department (personnel records, master spreadsheet, documenting status changes, and reviewing records for accuracy).
Prepares offer letters for all new candidates ensuring that the Director of Human Resources and the respective Department Head's have reviewed and signed each offer letter.
Assists PT HR Associate with benefit administration, including helping employees with benefit questions, preparing forms, adding insurance enrollments, making insurance changes, and maintaining processes.
Performs customer service functions by answering employee requests and questions and/or directing them to the appropriate person within the department.
Coordinates benefits administration with Director of Human Resources in conjunction with PT HR Associates.
Establishes and maintains employee insurance information in the Provider's and City's software systems in conjunction with PT HR Associates.
Assists, prepares, and tracks the preparation and distribution of all annual performance evaluations and probationary progress reports.
Maintains records for insurance coverage in conjunction with PT HR Associates.
Prepares and tracks the preparation and distribution of annual performance evaluations and probationary progress reports.
Assists in maintaining employee, benefit, pay, and payroll deduction data in computer software system(s).
Maintains records of personnel actions such as benefit enrollments and benefit changes.
Assists new employees with pre-employment screening.
In-processes new employees, obtains required documents, and completes forms and statements.
Serves as the special event coordinator for the employee Benefit & Wellness Fair.
Collaborates with the Director of Human Resources on various research projects and/or special projects.
Assists with other Job Fairs /programs assigned by the Director of Human Resources.
Assists Director for Human Resources as contact for Charitable Giving campaign.
Backup for processing medical and life insurance invoices.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
an equivalent combination of education and experience.
Note: The duties, performance requirements, and level of responsibility are generally greater than and more complex than that of Human Resources Assistant. This is an intermediate level Human Resources position.

PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and negligible amount of force constantly to move objects; work requires stooping, reaching, standing, fingering, grasping, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
WORK ENVIRONMENT:
Works in an office setting, in generally comfortable conditions.
