JOB SUMMARY

The Human Resources Business Partner serves as both strategic and operational support to Shared Services and property Human Resources teams. This role partners with business leaders to support key HR functions including recruiting, onboarding, training, employee relations, engagement, and compliance, while ensuring alignment with organizational and business goals.

The HRBP delivers high-quality HR services across multiple locations, including oversight of HR systems (HRIS), analytics, benefits and leave administration, licensing, and Team Member engagement. This position plays a critical role in enhancing the team member experience, driving operational efficiency, and ensuring consistent, compliant HR practices across all properties.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Partner with property leadership to align HR support with business needs and operational goals.
• Serve as a key point of contact for team member inquiries; resolve issues within scope and escalate as appropriate.
• Provide day-to-day HR guidance, support, and problem resolution across multiple locations.
• Support property openings, high-volume hiring periods, and other operational initiatives, including Live Racing season.
• Lead or assist with special projects, HR programs, and cross-property initiatives.
• Serve as HRIS subject matter expert, including system maintenance, reporting/analytics, and training.
• Maintain HR data integrity throughout Company systems including internal HR databases (tracking sheets, weekly approval logs, etc).
• Leverage HR and business data (turnover, engagement, productivity, labor metrics) to inform decision-making.
• Lead data administration for learning management system (i.e. Vector Solutions).
• Develop and maintain HR documentation, policies, and How-To guides; ensure accuracy and consistency.
• Identify and implement process improvements to enhance efficiency and scalability.
• Maintain personnel records, HR systems, and the VA operations intranet (Rosies Report).
• Manage full-cycle recruitment, including requisition oversight, job postings, and hiring coordination.
• Partner with leaders to drive effective and timely hiring practices.
• Oversee onboarding processes to ensure a seamless new hire experience.
• Facilitates new hire orientation and support training initiatives as needed.
• Support employee relations matters, including investigations, conflict resolution, and performance concerns, escalating complex or sensitive matters as applicable to HR Leadership.
• Ensure compliance with Company policies and federal/state regulations/postings, including I-9 and OSHA requirements.
• Maintain confidentiality of team member information.
• Process terminations, unemployment claims and support leave administration.
• Promote a positive, team member-focused culture aligned with Company values (#AddLife).
• Partner with leadership to support engagement initiatives and efforts to enhance the employee experience.
• Assist with company-wide programs such as Open Enrollment, engagement surveys, performance review campaigns, training, and TM recognition events.
• Act as liaison with the Virginia Racing Commission (VRC), ensuring compliance with licensing requirements.
• Communicate regulatory updates and streamline licensing and renewal processes.
• Perform other duties as assigned.

EDUCATION AND EXPERIENCE

• Bachelors degree preferred with emphasis on Human Resources, Business or related fields.
• At least three (3) years of progressive HR experience in a high-volume workplace. Experience in gaming, hospitality or other service driven work environments is ideal.
• Other combinations of education and experience may be considered.
• Must be able to obtain and maintain a valid racing license.
• Valid drivers license.

• The Team Member will be required to sit and stand for extended periods of time.
