    DESCRIPTION

    The City of Wilmington, a leading Delaware employer, upholds its commitment to quality public services and fiscal stability through the Human Resources Department. We manage recruitment, training, payroll, benefits, collective bargaining, and risk management. The Human Resources Business Partner will join our dynamic, fast- paced employee services division, overseen by the Director of Employee Services, performing the complete lifecycle of recruitment, and related talent strategies.

    DUTIES AND RESPONSIBILITIES

    The Human Resources Business Partner performs a complete spectrum of responsible and professional human resources administration functions, including but not limited to recruiting, job classification, performance management, training and development, supervisory/managerial advice and counsel; monitoring, developing and implementing programs to address employee training and development, performance management, policy development, employee engagement and recognition, and compliance with employment-related federal, state and local laws and regulations, i.e. FLSA, EEOC unemployment compensation, etc. This individual reports to the Director of Employment Services. Additional responsibilities include:

    • Manages the complete recruitment life cycle, including advertising, developing job descriptions, and managing the application and post-selection process.
    • Organizes and facilitates monthly orientation for new hires
    • Develops and implements recruiting strategies to meet organizational needs, as well as attends job fairs
    • Identifies, designs, and develops employee engagement strategies, including but not limited to employee recognition, Youth Career Development, and Take Our Daughters and Sons to Work Day
    • Acts as a strategic partner with assigned departments to address their human resources needs.
    • Conducts assessments to determine organizational needs; designs, implements, and evaluates the impact and success of employee training.
    • Performs statistical analyses and generates reports across a range of areas, including equal opportunity reporting, unemployment, and hiring trends.
    • Organizes and facilitates monthly orientation for new hires.
    • Conducts prompt investigations of employee complaints, applies relevant laws and policies, and drafts written reports and correspondence detailing the findings.
    • Provides management advice on employee relations, discipline, workplace practices, policy interpretation, and HR trends through guidance, coaching, and training.
    • Performs all related work as required.

    EDUCATION AND EXPERIENCE

    Bachelor's degree in Business Administration, Human Resources Management, or related field, with at least seven (4) years of Human Resources experience, preferably in a unionized environment.

    Preferred: Master's degree and/or professional certification (SPHR, PHR, or IPMA).

    • Knowledge: Work experience in HR Administration, including recruitment, hiring, EEO, FLSA, unemployment compensation, statistical analysis and job classification, performance management, training, and development

    • Skills: Proficiency in Microsoft Office (Word, Excel, and PowerPoint) and working knowledge of HRIS programs.

    • Abilities: Ability to effectively prioritize, plan, and organize tasks and responsibilities; communicate ideas both orally and in writing; and make presentations to employees and organizational stakeholders. Ability to establish and maintain effective internal and external working relationships. Must have a high level of ethical standards and maintain integrity in a highly confidential atmosphere.

    • Licenses: Possess and maintain a valid driver's license with a good driving record.

    CANDIDATE EVALUATION

    Evaluation for this position includes a review of the applicant materials, certification of qualified applicants, skills testing, and a panel interview.

    WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

    All selected applicants must pass a criminal background investigation and pre-employment physical.

    • Work is normally performed in a quiet office seated at a desk utilizing a computer.
    • Work requires the employee to frequently sit, talk, or hear.
    • Occasionally required to walk, use hands to finger, handle or feel objects, tools, or controls, and reach with hands or arms.
    • May occasionally lift and/or move up to 25 pounds.
    • Vision requirements include close vision and the ability to adjust focus.

    TOTAL COMPENSATION

    Compensation encompasses both salary administration and a comprehensive benefit package:

    • Salary Administration: New employees are hired at the starting and up to median salary based on qualifications and internal equity. Annual merit increases are provided based on a satisfactory performance review.

    Sick Leave: Accumulates at the rate of one day for each completed month of service, beginning after the first full month of employment.

    Vacation: At least eight (8) hours of vacation per month after the completion of the first six (6) months of continuous employment until the next January 1. Each January 1 thereafter, employee will be credited with at least ninety-six (96) hours* of vacation for the calendar year, until the completion of five (5) years of continuous service.

    Life Insurance: The City agrees to provide term life insurance for each eligible employee for a maximum of fifty thousand dollars ($50,000.00) at no cost.
