Human Resources & Compliance Manager

***Location: Arnegard, ND (Onsite)***


Providence House

Providence House is hiring a Human Resources & Compliance Manager to oversee and execute all internal HR operations and workforce-related compliance for our residential substance use disorder treatment program in Arnegard, North Dakota.

This is a fully onsite, standalone role responsible for owning the HR and compliance function. This position does not have direct reports and requires someone who is comfortable operating independently in a structured, regulated environment.

This is a working manager role. You will be directly involved in day-to-day HR operations, employee relations, and compliance execution.


Core Responsibilities

Employee Relations & HR Oversight

  • Serve as the primary point of contact for all employee relations matters
  • Conduct investigations, corrective actions, and disciplinary processes
  • Enforce company policies consistently, including attendance, conduct, confidentiality, and workplace standards
  • Ensure compliance with EEO, ADA, nondiscrimination, and anti-harassment requirements

Compliance & Regulatory Oversight

  • Maintain working knowledge of North Dakota Administrative Code related to SUD treatment staffing and personnel requirements
  • Ensure workforce compliance with background checks, training, credentialing, and supervision requirements
  • Support audits, licensing reviews, and state inspections
  • Implement regulatory requirements into daily operations and documentation practices
  • Ensure all HR actions align with expectations for licensed treatment providers

Policies & Documentation

  • Maintain and update the Employee Handbook and HR policies
  • Ensure employee records are accurate, complete, and audit-ready
  • Maintain strict confidentiality of employee and client-related information
  • Ensure disciplinary documentation is consistent and defensible

Recruitment, Onboarding & Training

  • Manage hiring processes from job posting through onboarding
  • Coordinate new hire orientation and required training
  • Support workforce planning and staffing needs

Payroll, Benefits & Systems

  • Coordinate payroll and benefits administration
  • Work with payroll and benefits vendors to ensure accuracy and compliance
  • Oversee timekeeping, reporting, and internal audits

Leadership Support

  • Provide clear, actionable HR guidance to leadership
  • Support supervisors with performance management and documentation
  • Ensure policies are applied consistently across the organization

Role Expectations

  • Policies are enforced consistently without exception
  • Documentation is thorough, accurate, and audit-ready
  • Compliance issues are identified early and corrected
  • Employee matters are handled directly and professionally
  • Decisions are made based on policy and regulatory requirements, not emotion
  • The HR function operates with structure, consistency, and accountability
  • Some travel to Minot, ND

Required Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • 3–6 years of hands-on HR experience
  • Demonstrated experience handling employee relations, investigations, and disciplinary actions
  • Strong understanding of employment law and HR compliance
  • Ability to operate independently without daily oversight
  • High level of discretion, professionalism, and follow-through
  • Ability to work onsite in Arnegard, ND

Preferred Experience

  • Experience in healthcare, behavioral health, or another regulated environment
  • Experience supporting licensed programs, audits, or inspections
  • Familiarity with compliance requirements in structured or regulated settings
  • Willingness to learn and apply North Dakota SUD administrative code

Compensation & Benefits

  • $90,000 annual salary
  • $5,000 relocation assistance
  • $1,000/month housing assistance for 6 months
