POSITION VACANCY ANNOUNCEMENT
Human Resources Director
Primary Functions: Plans, directs and manages tasks and activities related to recruiting and hiring, background checks, benefits administration, employee relations, polic y interpretation and implementation and management assistance. Responsibilities: Human Resources Solid knowledge of school operations. Confidentially of various issues or situations are to be maintained and requires individual to abide by such conditio ns. Maintain the administration office in a positive, attractive and welcoming manner. Works with directors to update job descriptions, posting of position vacancies, screens candidates and follows hiring procedures. Well versed in Tribal, State and Federal employment regulatory compliance. Maintain and update all personnel documents, files on all school employees permanent/temporary. Assures employment contracts are accurate and consistent with the school salary schedules. Assure all incoming transcripts, degrees for individual MAS employees, received from colleges, vocational/technical institutes, universities, as they come in on a daily basis. Assure that all persons selected for employment have security checks required by BIE conducted. Prepare all necessary documents for new or temporary employees, such as I -9, W -4, applications and background process. Enters new employees into the payroll and time clock systems. Process all updated employee personal changes. Enters all payroll deduction changes. Comple tes all workers' comp claims. Completes files and handles all aspects of New Mexico Unemployment Claims. Assists staff with NMPED licensure. Prepares and distributes all Letters of Intent and Employment Contacts for all staff on an annual basis. Updates su bstitutes listing. Assists with the development of salary schedules for all positions. Assist Administrators with employee performance issues, complaints, terminations and problem resolution. Knowledge of policies, procedures, and the ability to assist Adm inistrators with policy interpretation to assure consistent implementation. Keep updated on legal issues concerning Human Resources Regulations. Responsible for ensuring all employees receive annual performance reviews. Responsible for notifying supervisor s of performance review due dates and updating the review forms with supervisors. Responds to employment verifications. Schedules and oversees employee appreciation events. Attends job/career fairs as schedule allows. Responsible for completing purchase requisitions for Human Resources. Notifies IT and Security departments of new and terminated staff members. Ensures all staff/substitutes/volunteers and school board complete drug testing upon hire then monthly random drug testing. Coordinates new employee orientation and substitute orientation annually. Excellent communication skills (must be able to communicate in a professional manner), have a collaborative team focus, accountability, and provide accurate and efficient services. Strong interpersonal skil ls with the ability to work effectively with a wide range of individuals, Strong organizational, interpersonal, problem solving and excellent written and verbal communication skills. Displays initiative an exercises good judgement. Strong skills in technol ogy with the ability to focus on database systems, electronic recruitment, and reporting platforms, and understanding how to search, compile date, and prepare/complete reports and information effectively and efficiently. Works with MAS administrators in up dating and maintaining all school policies. Maintains and distributes MAS polices to Tribal Council, School Board, Directors and Staff. Files and maintains all employee correspondence in an organized manner. Attends all School Board and Tribal Council meetings and may be asked to participate. Conducts duties and responsibilities in accordance with the school's policies and procedures. Plans own work schedule to assure all work requirements are completed on a timely manner. Benefits Responsible for the entire MAS benefits administration , which includes retirement, FMLA/leave policies, wellness programs and insurance policies such as health, life and disability. Monitor government regulations and market trends to ensure that the benefits programs are current competitive and legal ACA reporting and compliance. Schedules and participates in open enrollment meetings. Provides new hires with explanations of benefits and instructing them on enrollment and fulfillment procedures within 30 - day timeframe. Process e nrollments quickly and accurately. Reviewing monthly payroll deductions. Enters benefit changes into the payroll system. Reconciling monthly billing statements to enrollments, including any changes. Assures all MAS employee benefits requisitions are comple ted and submitted in a timely manner. Completes accurate census on all the various benefits and retirement programs. Submits employee contributions to the various retirement plans. Resolving employee issues with benefits administrators and insurance provid ers. Consulting with employees about eligibility and other pertinent issues, Ensuring benefits compliance with established regulatory requirements. Maintaining all employee data entries current with the database and carrier platforms. Updates staff members on changes to benefits. Answers staff member's questions pertaining to benefits. Serves as a member of the Mescalero Apache Tribes Benefits Counsel, which includes attendance and participation in the annual Tribal Benefits Renewal meetings. Responsible for the monthly reconciliation of all benefits and retirement programs.
Backgrounds Assures all persons selected who encounters MAS students while on campus have security checks required by BIE conducted. Obtains within one (1) year of employment, backgroun d adjudication certificate. Obtains within one (1) year of employment, fingerprint training. Obtains New Mexico Notary Certification. Responsible to obtaining all background information for files. Obtains fingerprints and all required background forms fro m potential employees. Ensures the entire background process is complete for all employees. Participates in the BIE's annual audit of backgrounds. Determines employment eligibility. Conducts all parts of the background process. Recommended Qualifications Ability to communicate clearly and accurately, orally and in written format; prepare reports, and present facts and information; and must work independently, with a minimum of supervision. Experience and ability to define problems, collect data, establish f acts and draw valid conclusions. Experience and ability to exhibit confidence in judgment and decision making, work with firm timelines and occasional stressful situations due to changing workloads. Experience and ability to establish and maintain effecti ve working relationships with management, co -workers, applicants, law enforcement and court agencies, and the public. All aspects of this job description include other duties as assigned by supervisor. One training per nine weeks. Four trainings per school year. (Pryor +) Key Relationships:
Position reports to the Superintendent. Direct relation s with all school staff and school administration. On occasion, will work directly with Tribal Attorney and School Board members. On occasion, will work directly with the Tribal Benefits Advisory Council and Tribal Council. On occasion, will work directly with the Tribal Court Clerks and Prosecutors.
Minimum Qualifications: Minimum of a high school diploma or GED is required and five (5) years successful direct Human Resources experience, or Associate degree in Human Resources, Business or closely related field, with a minimum of three (3) years successful direct Human Resources experience; or Bachelor's degree in Human Resources, Business, or closely related field, with a minimum of two (2) years of successful direct Human Resources experience. Must have a valid New Mexico Driver's License. Excellent communication skills (must be able to communicate in a professional manner), have a collaborative team focus, accountability, and provide accurate and efficient services. Strong interpersonal skills with the a bility to work effectively with a wide range of individuals, Strong organizational, interpersonal, problem solving and excellent written and verbal communication skills. Ability to accept the stresses of work related situations and time demands of working with individuals. Ability to work independently. Must be able to lift a minimum of 25 pounds. Knowledge of the Mescalero Apache people and their culture. Must be able to pas s a background check prior to employment. Will be required to pass drug test upon employment, then randomly selected. Term of Employment: Twelve -month contract. Working Conditions: Work is accomplished within a school environment. The work is technical and does not allow for many errors. Often requires long periods of sitting as well as working wi th a computer. Extended hours and irregular shifts may be required. Evening and/or weekend work may be required. Tight time constraints and multiple demands are common. Some travel and overnight accommodations may be necessary.
