The Energy, Minerals and Natural Resources Department (EMNRD) works to position New Mexico as a leader in energy and natural resource stewardship. The agency is responsible for developing reliable energy resources, conserving renewable and nonrenewable resources, supporting responsible land reclamation, improving forest and watershed health, and managing a statewide system of state parks.

The Human Resources Bureau provides personnel services, guidance, and operational support to all EMNRD divisions. HR ensures the Department's workforce is effectively managed by overseeing recruitment and hiring, employee records, personnel actions, onboarding, training, and general employee support. The bureau plays a key role in helping the Department attract, retain, and serve a skilled workforce aligned with EMNRD's mission.

Why does the job exist?

The position will direct the Human Resources Management activities and duties for Energy, Minerals & Natural Resources Department (EMNRD). The position will manage a staff of five (5) Human Resources Professionals and work closely with Cabinet Secretary, Deputy Secretary, Administrative Services Division Director, Agency Division Directors, Bureau Chiefs, and supervisors in the areas of reorganizations, position classification and disciplinary actions utilizing State Personnel Office (SPO) and EMNRD Policies.

This position is responsible for Family Medical Leave (FMLA) and Fair Labor Standards Acts (FLSA) issues and work with legal staff on Equal Employment Opportunity Commission (EEOC)/American with Disabilities Act (ADA) issues. The position is also responsible for Human Resources policies and procedures to ensure EMNRD is following all Federal/State laws, State Personnel Board Rules and EMNRD regulations, policies and procedures. This position is accountable to provide consistent, fair and correct processes for HR operations and provide direction to management to ensure that products are/or services required of the agency's overall mission.

How does it get done?

Serving as the Human Resource Director, this position will ensure that all HR transactions are processed timely through direct supervision of five (5) HR Professionals providing clear consistent direction to all EMNRD staff who manage and supervise staff at EMNRD. This position will ensure that all divisions of EMNRD are provided clear consistent guidance to ensure all HR transactions are submitted accurately, consistent and timely.

Ideal Candidate

The ideal candidate will have experience in the following:

- Experience and knowledge with Family Medical Leave (FMLA)
- Experience and knowledge with Fair Labor Standards Act (FLSA)
- Experience and knowledge with Equal Employment Opportunity Commission (EEOC)
- Experience and knowledge with American with Disabilities Act (ADA).

Minimum Qualification

Bachelor's Degree in any related field and nine (9) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Three (3) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years, to include three (3) years of supervisory experience, may substitute for the required education and experience.

Employment Requirements

Must maintain and possess a current New Mexico Driver's License, Defensive Driving Certificate

Working Conditions

Office Setting with extended personal computer and telephone usage with extended periods of sitting.
