The Human Resources Functional Analyst serves as the primary functional liaison between Human Resources Payroll operations and Information Technology. This role is responsible for optimizing the PeopleSoft Human Capital Management (HCM) application by analyzing business processes, gathering technical requirements, and ensuring system configurations meet the needs of four distinct bargaining units. This position focuses on improving data integrity, streamlining payroll workflows, and leading user acceptance testing for system upgrades and automated solutions.

ESSENTIAL FUNCTIONS
 
• Support end-to-end payroll cycles, including retroactivity, off-cycle processing, and year-end activities.
• Configure, test, and support HRIS modules including time tracking and payroll.
• Act as a liaison for payroll, troubleshooting time-tracking issues and ensuring accurate employee data for payroll runs.
• Work effectively with business users, IT developers, and external vendors to translate business needs into detailed requirements.
• Compile and present HR data in a clear and concise manner to assist leadership in identification of key workforce trends and opportunities.
• Analyze current HR/payroll processes to reduce manual work and work with IT to improve efficiency by gathering and documenting requirements for new solutions, testing solutions and system configuration changes, establishing requirements and data mapping for reports and interfaces, and performing data clean-up as needed.
• Design, test, and implement HRIS PeopleSoft modules and system upgrades, patches, and configuration changes including HR, recruiting, and training, coordinating with IT.
• Ensure data security and adherence to legal regulations (e.g., FLSA, ADA).
• Assist Payroll Specialist in providing updates to retirement plans through the Office of Retirement Services (ORS) website, as needed.
 
JOB SPECIFICATIONS
 
Education Credentials
 
• Associate's degree or equivalent experience will be considered. Bachelor's degree in Human Resources, Information Systems, or Business with demonstrated technical skills preferred.
• Certified Payroll Professional or Fundamental Payroll Certification, desirable.
• Required Experience
• Minimum three years' experience working with a variety of HRIS and HR systems.
• Proven experience extracting and understanding data and data trends.
• Experience using PeopleSoft payroll processing system strongly preferred.
• Prior experience with Perceptive Content is preferred.
• HRIS system administration knowledge/experience preferred.
 
Skills
 
• Highly proficient computer skills in PeopleSoft, Perceptive Content, and Microsoft Office Suite.
• Strong understanding of payroll compliance, garnishments, tax regulations, and union deductions.
• Knowledge of concepts, practices, and procedures in the processing and calculating of payroll including wage withholding orders and garnishment, workers' compensation, unemployment, and state-sponsored retirement pension reporting preferred.
• Ability to interpret and apply policies and identify and recommend changes as appropriate.
