STATUS: Full-time, 35 hours/week, exempt, unclassified
JOB LOCATION: Hamilton County Courthouse
HOURS: Monday – Friday; 8:00 am – 4:00 pm
TRAVEL REQUIREMENTS: None

JOB OVERVIEW:               

The Human Resources Division within the Hamilton County Clerk of Courts plays a pivotal role in fostering a compliant, inclusive, and supportive workplace. Reporting to the Chief Human Resources Officer, the Human Resources Generalist leads efforts in managing core human resources functions, including employee relations, recruitment, compliance, and administrative operations. This role is instrumental in advancing the agency’s mission by ensuring operational excellence, employee well-being, and adherence to legal and regulatory standards. The Human Resources Generalist demonstrates the office’s core values of respect, integrity, kindness, and service to others.

Essential Duties


20% Compliance
  • Administers Family Medical Leave, Americans with Disability Act and Parental Leave claims handling employee communication, eligibility, documentation, and leave tracking.
  • Manages workers’ compensation cases, including employee interviews, documentation, and OSHA-300 reporting.
  • Handles unemployment claims and ensures compliance with Equal Employment Opportunity, Family Medical Leave, and other regulations.
  • Conducts regular audits of human resources processes, personnel files, and compliance documentation to identify and correct discrepancies.
  • Coordinates internal and external audits related to employment practices and compliance standards.
60% Recruiting
  • Manages recruitment for all agency positions, including creating job descriptions, posting advertisements, and coordinating hiring with department heads.
  • Plans and participates in job fairs, diversity events, and networking opportunities.
  • Screens, interviews, and facilitates hiring for qualified candidates.
  • Prepares offer letters, conducts background checks, and verifies employee eligibility.
  • Leads new employee orientations and training while coordinating ongoing staff development.
  • Tracks and documents compliance with training and work assessments.
  • Responds to employment-related inquiries and ensures compliance with laws and agency policies.
15% Human Resources
  • Administers and executes human resources programs, including compensation, benefits, leave, disciplinary actions, investigations, performance, morale, safety, and training.
  • Maintains accurate personnel records and ensures proper documentation for all transactions.
  • Serves as a witness during disciplinary meetings, terminations, and investigations.
  • Develops and updates personnel policies, employee handbooks, and procedural manuals.
  • Ensures compliance with local, state, and federal laws.
  • Prepares human resources reports, calculates service time, and handles confidential information.
5% Administrative
  • Conducts exit interviews and addresses employee concerns, including complaints and harassment allegations.
  • Verifies employment for external organizations.
  • Analyzes human resources data to recommend corrective actions and improvements to management.

  • Handle sensitive employee issues, including complaints, harassment allegations, and disciplinary matters, with tact and discretion.
  • Facilitate training programs and manage employee development initiatives.
  • Analyze data, identify trends, and provide actionable recommendations for continuous improvement.
  • Maintain accurate and organized records, ensuring confidentiality and compliance.
  • Communicate effectively, both verbally and in writing, with diverse audiences.
  • Build and maintain positive relationships with employees, supervisors, and external stakeholders.
  • Manage multiple priorities in a fast-paced environment while meeting deadlines.

Qualifications


  • High school diploma or equivalent;
  • 2 years of professional experience in an office environment
  • 4 years of human resources experience;
  • Any certification from the Human Resources Certification Institute or the Society for Human Resource Management;
  • Any equivalent combination of education, certification, experience and training which provides the required knowledge, skills and abilities.
