Job Title: Human Resources Generalist
Job Summary: To perform operational and technical human resources tasks to include, but not limited to: recruitment, staffing and new employee orientation; assisting employees and public with personnel information; maintaining employee personnel records; administering employee benefit elections and leaves; interpreting and applying the terms and conditions of employee contracts as well as HR policies and procedures.
FTE/Hours per Day: 8.0 hours per day, 48 weeks per year.
Qualifications:
- AA degree or equivalent in human resources, or a closely-related field.
- BA degree in human resources or related field preferred.
- Two or more years experience in human resources.
- Experience in a school district setting is preferred.
Note: Such alternatives to the above qualifications as the School Board may find appropriate and acceptable.

Salary/Wage Information: As per the CSS Terms and Conditions, $69,596 to $88,381 (per C41 schedule in the CSS Terms and Conditions) is the salary range. A generous insurance plan is including medical, dental, vision, life and long term disability insurance. We also offer a 3.50% 403b employer match. Tasks and Responsibilities:
- Tracks staffing allocations by building and verifies availability prior to posting.
- Contributes to the coordination of the annual staffing process, advises supervisors on employee assignments based on allocations available and ensures contractual requirements are followed.
- Coordinates the posting and application process, ensuring positions are posted in accordance with bargained contract terms.
- Coordinates the recruiting and advertising efforts through the on-line application system and websites, as well as other appropriate recruiting sources, ensuring a sufficient pool of qualified candidates is available to hiring supervisors.
- Prepares employment letters and processes hiring forms, ensuring positions are coded to the appropriate budget accounts, rates of pay are consistent with contracts etc.
- Conducts new hire orientation ensuring that employees receive appropriate education regarding Master Contract/Terms and Conditions of Employment, benefits and key district policies.
- Ensures all District and legal documentation are completed as required, i.e., I9 forms, background checks etc.
- Advises principals and hiring supervisors on Master Contracts, licensure requirements, leaves of absence, employee assistance, HR policies and procedures.
- Assists employees in understanding the terms and conditions of their employment contract as well as HR policies and procedures.
- Manages, reviews compliance, and administers employee leave requests.
- Collaborate with union leadership regarding interpretation of Master Contract language.
- Performs general HR customer service functions.
- Monitors compliance with Federal and State regulations, labor contracts and consistency with employer past practice through the day-to-day implementation of employee benefits, leaves, and other HR transactions related to the specific terms and conditions of employment for assigned employee groups.
- Collaborates with the Payroll and the Finance department and others daily to anticipate, coordinate and complete payroll transactions accurately, efficiently and in a timely manner.
- Audits payroll edits for assigned groups to verify accuracy of transactions.
- Administers employee benefits and insurance benefit elections and changes. Communicate with benefit service providers concerning the routine administration of benefits.
- Administers medical leaves for employees and ensures compliance with the Family Medical Leave Act and worker's compensation.
- Processes employee status changes in a timely fashion, including recalculation of time, rate verification, determination of benefits etc.
- Coordinates human resources data and prepares reports for annual audit.
- Creates and maintains personnel files for appropriate inclusions and review, ensuring that there is a complete and accurate personnel database (including insurance and leave subsystems on all new hires).
- Scans all personnel documentation to appropriate electronic filing system
- Compiles, tracks, documents and maintains a database of personnel data in a manner which ensures the prompt and accurate retrieval of such data as necessary.
- Compiles, creates, verifies, maintains and presents various other HR data and reports as requested or required.
- May perform other administrative tasks such as processing vouchers, carrier invoices, scheduling meetings, ordering department supplies as well as pulling data and updating documents.
- Performs other job-related duties as requested or assigned.
Knowledge, Skills and Abilities:
- A current working knowledge of applicable Federal and State employment laws, regulations, policies, and records management / retention guidelines.
- Ability to organize, coordinate and clearly communicate those employment processes for which they are responsible.
- The knowledge and ability to work independently, use available resources effectively, anticipate problems, and meet established deadlines.
- Ability to maintain the security and privacy of all information, transactions and discussion of sensitive human resource topics.
- Demonstrated time-management skills, a sense of urgency and the ability to handle a high volume of work, multiple tasks and changing priorities, with attention to detail and deadlines
- Ability to research data sources, answer particular data questions, and respond to multiple requests in a timely and accurate manner.
- Consistent accuracy, completeness and the ability to meet tight and sometimes conflicting deadlines.
- Knowledge, skill and ability to effectively support information requests in a timely and accurate manner based on an accurate, complete understanding of the District's bargaining units and negotiation processes.
- Demonstrated problem-solving abilities,
- Ability to analyze, summarize, clearly communicate and manage data and ideas through various electronic means.
- Highly developed interpersonal skills, including listening, communication and presentation of information and routines in a clear, supportive and understandable manner.
- Ability to provide training for employees enabling them to utilize new processes and software.
- A good working knowledge of the Human Resources function and effective workflow management and contributes to a coordinated, cooperative, collaborative work effort.
- Excellent skills and knowledge of computer applications to include spreadsheets, word processing, presentation, applicant tracking systems and HRIS systems.
