Description
Under the general direction of the Director, Training, Development and Credentialing, the HR Generalist in Training & Development (T&D) serves as the operational engine and project lead for the college's talent development, onboarding, and internal communication initiatives. Operating with minimal supervision, this role focuses on the end-to-end management of professional development workshops, large-scale institutional events, divisional communications, and continuous process improvement. The Generalist partners closely with HR leadership, the Training and Development Partners, hiring managers, and cross-functional teams to design and execute a seamless transition from candidate to colleague, ensuring all initiatives align with MATC's culture and values. Work requires the use of independent judgment, working from broad institutional and divisional policies and general objectives.

Characteristic Duties and Responsibilities
- Training and Workshop Logistics: Independently manages end-to-end workshop logistics proactively identifying scheduling conflicts and serving as the primary point of contact for external facilitators and executive leadership. Secures room reservations across campuses, coordinates with facilities for physical setups, and manages IT requests for session technology needs. Manages calendar invites via the departmental learning account and proactively secures dates and presenters for sessions. Distributes pre-work and assessment codes (e.g., DiSC) to attendees and prepares all presenter materials, including bios, talking points, and slides. Submits financial requisitions for training supplies and services and manages post-event follow-up communications and drop-in support details. Creates session-specific sign-in sheets and maintains a centralized master list of attendance data for compliance and leadership reporting.
- New Employee Orientation Facilitation: Takes the operational lead on the delivery and facilitation of the college's New Employee Orientation (NEO) program; serves as the primary presenter for foundational onboarding sessions, manages day-of operations, and coordinates with internal stakeholders (IT, Facilities, and Department Leaders) to ensure a high-impact, welcoming first-day experience for all new colleagues.
- Onboarding Coordination: Coordinates across HR, hiring managers, and IT to ensure new employees have the necessary access, tools, and connections from day one. Tracks onboarding completion including new faculty credentialing documents, and follows up with new hires to obtain missing documentation. Manages the distribution of onboarding and professional development newsletters at designated intervals to enhance new hire success.
- Database Management: Owns database administration, payroll execution, and compliance tracking for training and faculty credentialing initiatives. Key responsibilities include processing official system updates, verifying licenses against master lists, auditing faculty expiration reports, and executing part-time faculty workshop payroll (COSMO ID and GL numbers) on the Monday immediately following an event. Coordinates ongoing engagement via scheduled onboarding newsletters and workshop attendance tracking, while maintaining complete digital and physical records through Softdocs data migrations, file routing to personnel folders, and departmental webpage maintenance.
- HR-Led Event Coordination: Coordinates logistics and supports planning for HR lead events, including MATC Days, All Management Meetings, and other division-led programs all logistical elements of event execution including venue and room scheduling, catering arrangements, audio-visual setup, materials preparation, and day-of operations, under the direction of the event's leader(s). Assists with volunteer recruitment, orientation, and assignments to ensure adequate coverage and a smooth participant experience. Oversees attendance tracking, maintains accurate registration records, and produces post-event participation reports for HR leadership. Partners with the Director to ensure events reflect MATC's culture and advance institutional engagement goals.
- SOP Governance: Owns the maintenance and governance of the departments Standard Operating Procedures (SOPs); establishes a regular audit schedule and partners with cross-functional HR team members to document new workflows, eliminate outdated processes, and ensure all administrative SOPs remain centralized and accurate.
- Divisional Communications & Newsletters: Drafts initial departmental and/or divisional correspondence, announcements, and policy updates independently with minimal oversight. Formats, designs, and distributes high-impact divisional communications and newsletters using Publicate, ensuring consistent institutional branding. Tracks and secures required leadership approvals proactively to guarantee on-time publication of materials. Partners with the HR Communication Lead to align messaging strategies and review content standards.
- Special Projects and Project Management: Manages and supports HR special projects as assigned by the Director including cross-functional initiatives, policy implementation efforts, and program launches. Applies structured project management practices to plan, track, and communicate project status, milestones, risks, and deliverables. Coordinates workstreams across HR team members and institutional stakeholders, ensuring alignment on timelines and accountabilities. Prepares project documentation, status updates, and after-action summaries to support transparency and continuous improvement.
- Ethics and Confidentiality: Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles, values, truthfulness and accuracy in all actions. Addresses all student and employee behavior in a confidential and respectful manner.

- Continuous Learning and Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community Colleges. Actively organizes and/or participates in applicable workgroups, trainings, workshops, seminars, committees and professional associations or conferences to promote continuous learning.

Qualifications
Compliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and procedures.
Required Education & Experience: Associates degree in Human Resources, Business Administration, Organizational Development, or a related field; and a minimum of one (1) year of experience in an HR generalist, talent acquisition, or HR operations role.
Preferred Education & Experience: Bachelors degree in Human Resources, Business Administration, Organizational Development, or a related field; and two (2) or more years of experience in an HR generalist or talent operations role, with demonstrated experience supporting both recruiting and employee relations functions. Experience in higher education or public sector HR is preferred.
Preferred Licensure/Certification: PHR, SHRM-CP, or equivalent professional HR certification. Project Management Professional (PMP), CAPM, or completion of a recognized project management certification or training program
Knowledge, Skills and Abilities:
- Knowledge of HR generalist functions including talent acquisition, onboarding, employee relations, and HR administration.
- Proficiency in applicant tracking systems (ATS), HRIS platforms, and HR productivity tools.

Supplemental Information
Start Date: This position supports the Human Resources Department and is available immediately.
Hours: This position works full-time, 40 hours per week, working Monday - Friday from 8:00 a.m. - 4:30 p.m.
Location: Based out of our Milwaukee Downtown Campus
Compensation: Salary pay rates are listed up to the midpoint of the range and placement is determined based on years of experience, internal salary equity, and a review of the applicants employment and educational background as listed on the job application.

Health Insurance
- MATC offers a choice between two medical insurance plans. See below for plan types:
- Low Deductible PPO
- High Deductible PPO
Upon selection, the coverage begins the first of the month following start date. You will have 30 days from your start date to enroll. MATC contributes a generous percentage towards medical insurance premium. Both medical plans include prescription drug coverage at no additional cost to employees. Employees are offered an option to enroll in a Health Care Flexible Spending Account (FSA) with the selection of the Low Deductible PPO plan. Employees are offered an option to enroll in a Health Savings Account (HSA) with the selection of the High Deductible PPO plan with employer contributions.
Dental Insurance
- MATC offers a group dental plan through Delta Dental.
- Upon selection, the dental insurance plan coverage begins the first of the month following start date.
- Annual maximum per covered person is $2,500; plan covers preventive, routine, restoration, and has an orthodontic benefit for dependents up to age 19.
Vision Insurance
- MATC offers a group vision plan through Superior Vision..Upon selection, the vision insurance plan coverage begins the first of the month following start date.
- Plan covers eye exam, frames, lenses and contact lenses.
Group Life Insurance
- MATC offers group term life insurance benefits through Madison National Life Insurance Company effective the first of the month of start date and is fully paid for by the College. The amount of insurance is based upon the employee's annual earnings rounded to the higher $1,000.00. The benefit is doubled in the event of accidental death.
- Supplemental Life Insurance is also available at group rates for employees, spouses, and dependents to purchase.
Long-Term Disability
- MATC offers long-term disability insurance through Madison National Life Company after 30 days of employment and is fully paid for by the College. Benefits provided are equal to 66 2/3% of base monthly earnings.
Flexible Spending Accounts
- MATC offers two types of Flexible Spending Accounts (FSA):
- Health Care FSA
- Dependent Care FSA
This type of benefit allows employees to set aside pre-tax dollars per calendar year for a variety of medical, dental, and vision expenses (for a Health Care FSA) and for day care expenses for children under 13 or family members that are dependent on you for more than half their support (for a Dependent Care FSA) up to a maximum amount.
Retirement Savings
- Regular full-time employees of MATC who are hired for greater than 12 months become members of the Wisconsin Retirement System (WRS)'s pension system as of day one of employment. The College currently pays the full cost of the employer contribution (6.9%), and the employee pays the full part of the employee contribution of 6.9% of salary. There is a five year vesting period requirement in order to qualify for any employer contributions made on the employees behalf. Contribution rates are subject to change annually as set by the State.
- In addition to the WRS pension account, employees may enroll in other optional retirement savings plan such as a 403(b) account or a 457 account on a pre-tax or post-tax basis.
Sick Leave
- MATC offers employees a generous sick leave plan per year.
- Each employee may accumulate up to 165 days of full sick leave with an unlimited accumulation of half pay sick leave.
Vacation
- MATC offers a vacation policy to employees for the purpose of rest and relaxation.
- Vacation is earned at a generous rate each year of employment. (Not available for Instructors)
Paid & Flexible (Floating) Holidays
- MATC offers 12 paid holidays for non-Faculty positions and 7 paid holidays for Faculty positions.
- MATC provides two flexible (floating) holidays per employee per year. (Not available for Instructors).
Tuition Benefits:
- Employees are eligible for tuition reimbursement and waiver after completing probationary period.
- Amount allowed per fiscal year is 18 credits at MATC or $1,400 at other accredited institutions.
