This position is responsible for administering a variety of human resources programs and functions, and for providing a variety of human resources services to Borough employees, supervisors, and managers. Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork. High school diploma, or equivalent. Relevant post-secondary education or specialized training that provides the knowledge and skills necessary to perform the essential functions of the position may be substituted for experience on a year-for-year basis. Seven (7) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems. Qualifying experience includes administering human resources programs and/or performing professional duties relevant to work that will be performed. Relevant professional work includes: research, analytical thinking, data collection and analysis, report preparation, mathematical calculations, policy review and development, drafting correspondence and technical reports, and interpreting regulations, policies, and procedures. Experience should also include creating, editing, and presenting information in a variety of formats, including written reports, presentations, charts, graphs, pamphlets, flyers, and other informational materials; developing and maintaining documents in various formats, including PDF; facilitating effective communication; problem solving; team building; and presenting information to diverse audiences. In addition, a successful applicant must be proficient in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint, as well as Adobe products. Applicants must be able to analyze and interpret data and effectively present information through reports, spreadsheets, charts, graphs, presentations, and other communication tools. Experience working with first responders, public safety agencies, or emergency service organizations is desired. Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated. Completion of Incident Command System (ICS) courses, ICS 100 and IS 700, within ninety (90) days of hire. Must successfully pass a pre-employment background check.
