HUMAN RESOURCES GENERALIST
The Town of Westwood is seeking a collaborative, customer-service-oriented professional to join our team as a Human Resources Generalist. This position offers an exciting opportunity to work across all areas of municipal human resources, including recruitment, benefits administration, employee relations, labor relations, workers’ compensation, leave management, and organizational development.
The successful candidate will provide exceptional customer service, exercise independent judgment, and perform complex and confidential work in support of the Town’s employees, retirees, and departments. The Human Resources Generalist supports all functions of the Human Resources Department and will gain broad exposure to municipal human resources while working closely with employees, department leaders, retirees, and external partners.
Duties include but are not limited to the following:?
Serves as a trusted resource to employees, retirees, and departments across the organization, supporting a broad range of Human Resources functions including recruitment, benefits administration, employee relations, labor relations, leave management, and organizational initiatives.
Prepares reports and conducts analyses related to personnel data, salaries, benefits, training, workforce trends, compliance requirements, collective bargaining, and budgetary impacts.
May serve as liaison to the Group Insurance Commission (GIC) and other benefit providers to ensure proper enrollment, maintenance of records, employee education, open enrollment administration, invoice reconciliation, and related benefit activities.
Assists with the administration of workers’ compensation, 111F, leave management, safety, and wellness programs, including coordination with employees, supervisors, insurers, medical providers, and third-party administrators.
Assists with employee recognition programs, events, and other initiatives that support employee engagement and organizational culture.
Prepares, tracks, and processes personnel action forms and records related to new hires, promotions, transfers, salary adjustments, leaves of absence, and terminations.
Coordinates closely with Payroll and Finance staff to ensure the timely and accurate processing of personnel actions, benefit deductions, leave transactions, and other payroll-related matters.
Collaborates with the Information Technology Department on the maintenance and use of Human Resources information systems and related technologies.
Maintains confidential personnel and departmental records and exercises discretion in handling sensitive information. Maintains records related to departmental budgets and oversees internal processes, billing, and reconciliation activities for assigned Human Resources functions.
Conducts research and analysis related to collective bargaining, compensation, classification, benefits administration, and other Human Resources initiatives.
Assists the Deputy Town Administrator with grievance hearings, arbitrations, negotiation preparation, cost analyses, and other labor relations matters.
Provides information and assistance to employees, retirees, departments, applicants, and members of the public; responds to inquiries and resolves procedural and program-related issues.
Delivers exemplary customer service and helps foster a responsive, collaborative, and employee-focused workplace culture.
Qualifications and experience:?
Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field required.
Three to five years of progressively responsible experience in human resources, personnel administration, benefits administration, labor relations, or a related field; municipal experience is highly desirable.
Any equivalent combination of education and experience may be considered.
Ability to communicate complex Human Resources topics clearly and effectively, both verbally and in writing.
Ability to establish and maintain effective working relationships with employees, retirees, elected and appointed officials, vendors, and members of the public.
Proficiency with Microsoft Office applications and Human Resources information systems preferred.
SHRM-CP, SHRM-SCP, PHR, IPMA-HR, or similar professional certification is desirable.
