    DESCRIPTION

    collective bargaining, and risk management. The Human Resources Generalist will join our dynamic, fast-paced employee services division, overseen by the Director of Employee Services.

    DUTIES AND RESPONSIBILITIES

    The Human Resources Generalist performs professional-level human resources work supporting recruitment, employee services, workforce administration, compliance, and employee programs. The position serves as a

    primary resource for applicants, employees, supervisors, and departments by coordinating recruitment, ensuring compliance with City policies and employment regulations, and delivering exceptional customer service. This

    individual reports to the Director of Employee Services. Additional responsibilities include:

    • Provides guidance and timely communication to applicants, employees, managers, and departments regarding recruitment processes, application status, employment procedures, and Human Resources policies.
    • Coordinates recruitment activities, including reviewing applications, performing prescreening interviews, preparing hiring materials, conducting background checks, and assisting with onboarding.
    • Prepares correspondence, reports, spreadsheets, presentations, and workforce analytics to support operational and executive decision-making.
    • Compiles and analyzes workforce data and prepares statistical and narrative reports within the Human Resources Information System (HRIS).
    • Conducts biannual driver's license verification for employees in positions requiring driving privileges and monitors compliance with applicable policies.
    • Administers the City's residency compliance program by orienting new employees, monitoring compliance deadlines, maintaining records, and preparing cases for the Residency Review Board.
    • Administers the Sick Leave Bonus Program by verifying eligibility and coordinating employee benefit elections.
    • Coordinates year-round recruitment, onboarding, and employment processing for Parks & Recreation temporary employees and Youth Career Development Program participants.
    • Assists with Citywide recruitment events, employee engagement initiatives, and special programs, including Youth Career Development, Take Our Daughters and Sons to Work Day, and Police and Fire recruitment initiatives.
    • Maintains confidentiality of sensitive personnel information and provides high-quality customer service to internal and external customers.
    • Performs other related duties as assigned.

    EDUCATION AND EXPERIENCE

    Bachelor's degree in human resources, Business Administration, Public Administration, or a closely related field, and two (2) to four (4) years of progressively responsible human resources experience; or an equivalent

    combination of education and experience

    • Knowledge: Human resources principles and employment practices. Recruitment, onboarding, and workforce administration. Federal, state, and local employment laws.
    • Skills: PC software packages, including Microsoft Office 365, software applications such as payroll, enterprise resource planning, and HRIS software systems. Excellent communication skills (written and oral). Strong critical thinking.
    • Abilities: Prioritize and organize work to meet deadlines in a fast-paced environment. Manage and manipulate Excel spreadsheets for sensitive employment data. Exercise sound judgment in applying policies and procedures. Maintain confidentiality of employee information. Ability to review work thoroughly to identify and correct errors before submission. Work effectively with a diverse workforce, from front-line to executive levels.
    • Licenses: Possess and maintain a valid driver's license with a good driving record.

    CANDIDATE EVALUATION

    Evaluation for this position includes a review of the applicant materials, certification of qualified applicants, skills testing, and a panel interview.

    WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

    All selected applicants must pass a criminal background investigation and pre-employment physical.

    • Work is normally performed in a quiet office seated at a desk utilizing a computer.
    • Work requires the employee to frequently sit, talk, or hear.
    • Occasionally required to walk, use hands to finger, handle or feel objects, tools, or controls, and reach with hands or arms.
    • May occasionally lift and/or move up to 25 pounds.
    • Vision requirements include close vision and the ability to adjust focus.

    TOTAL COMPENSATION

    Compensation encompasses both salary administration and a comprehensive benefit package:

    • Salary Administration: New employees are hired at the starting and up to median salary based on qualifications and internal equity. Annual merit increases are provided based on a satisfactory performance review.

    Sick Leave: Accumulates at the rate of one day for each completed month of service, beginning after the first full month of employment.

    Vacation: At least eight (8) hours of vacation per month after the completion of the first six (6) months of continuous employment until the next January 1. Each January 1 thereafter, employee will be credited with at least ninety-six (96) hours* of vacation for the calendar year, until the completion of five (5) years of continuous service.

    Life Insurance: The City agrees to provide term life insurance for each eligible employee for a maximum of fifty thousand dollars ($50,000.00) at no cost.
