Duties and Responsibilities
(* Essential Functions)
*Serves as Leeward Community College's (College) Human Resources Manager and EEO/AA Coordinator, and Deputy Title IX Coordinator for Employees, and is excluded from collective bargaining.
*Provides strategic and operational leadership, vision, and administration for the college's human resources, equal employment opportunity, diversity, equity, inclusion and compliance programs.
*Directs, administers, and oversees all human resources functions, including planning, position management and classification, recruitment and selection, appointments, compensation and benefits, employee and labor relations, leave administration, performance management, training and development, personnel records management, on-campus student employment, information system support, and compliance with applicable state and federal laws, regulations, university policies and procedures, and collective bargaining agreements.
*Supervises the colleges Human Resources team, ensuring the delivery of effective, efficient, and high-quality services that support the colleges mission, goals, and workforce needs.
*Serves as the colleges subject matter expert on human resources, providing guidance to executives, supervisors and employees regarding employment laws and regulations, university policies and procedures, collective bargaining agreements, and precedents to ensure consistent interpretation and application.
*Develops and/or provides comprehensive training on supervision, misconduct, substandard performance, grievance, discipline, compliance requirements, and related human resources topics.
*Investigates and resolves workforce issues involving employee relations, labor relations, compliance, discrimination, misconduct, workplace conflict, and other sensitive personnel matters; serves as the college's grievance hearing officer and represents the college in administrative proceedings, hearings, audits, and litigation involving employment-related matters.
*Administers and oversees the colleges EEO/AA programs and initiatives, ensuring compliance with applicable federal and state laws, regulations, and university policies, while fostering an equitable, inclusive, and non-discriminatory work and learning environment.
*Oversees complaints of discrimination and ensures fair, objective, and timely investigations of valid complaints, grievances, and personnel disputes.
*Conducts EEO/AA data and case/complaint information gathering to provide for periodic reports, system-level data draws, historical data, and special reports.
*Develops and advocates strategies and training programs to promote increased awareness with the college senior leadership, campus officials, and the campus community to raise awareness of illegal discrimination, promote best practices, enhance interpersonal communication/relations, highlight changes in the compliance laws, and heighten sensitivity to targeted protected classes.
*Serves as the Colleges Title IX Deputy Coordinator for Employees and as a member of the Behavioral Intervention Team (BIT).
Provides institutional leadership and supportin matters involving organizational structure and reorganization, position control and staffing strategy, institutional assessment, accreditation compliance and program review, and strategic planning.
Develops staffing plans, analyzes workforce trends and campus climate data, and recommends strategies that support organizational effectiveness, employee engagement, recruitment, retention, in alignment with the mission of the college.
Develops, manages, and executes the budget and resources for the Human Resources Office necessary to accomplish strategic goals and operations objectives.
*Ensures full compliance with accreditation Standard IIIA, Human Resources, of the Association of Community Colleges and Junior Colleges (ACCJC) and other applicable regulatory and institutional requirements.

Minimum Qualifications
Possession of a baccalaureate degree in Business Administration, Human Resources, Education, Public Administration, or related field and six (6) years of progressively responsible professional experience with responsibilities for human resources administration and management, of which three (3) years included human resources management with multiple functions (e.g., recruitment, classification, labor relations, EEO/AA, and/or pay & benefits) in higher education or large organizations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Considerable working knowledge of principles, practices and techniques in human resources administration and management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources administration and management.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.
For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Demonstrated experience ensuring compliance and promotion of a non-discriminatory, diverse, and equitable college working environment (EEO/AA).
Demonstrated experience investigating grievances, employee misconduct, substandard performance, workplace violence, and discrimination, including facts assessment, discipline/remedy recommendation, and options/ramification advising to senior leadership.
Ability to make sound decisions and advise administrators, managers, and supervisors.
Ability to provide senior executives with administrative support functions to include research and analysis, document drafting, organizational management, and operational strategies.
Desirable Qualifications
Possession of Title IX certification and investigatory certification.
Working knowledge of collective bargaining agreements such as HGEA, UHPA and UPW.
Experience using computerized human resources information systems such as PeopleSoft and NEOGOV.
