Human Resources Manager (Bilingual – English/Spanish)
Location: Pomona, California
Salary Range: 
  • Mid-Level HR Manager (5–7 years): $95,000 – $115,000
  • Experienced HR Manager (7–10+ years): $115,000 – $135,000

Position Summary
The Human Resources Manager is responsible for leading all HR functions for a growing manufacturing organization with approximately 90 employees. This hands-on role supports both production and office personnel, ensuring compliance with federal and California employment laws while fostering a positive, productive, and safety-focused workplace culture.
The HR Manager will oversee employee relations, leave administration, payroll coordination, workers' compensation, recruiting, benefits administration, training and development, employee retention initiatives, and compliance programs. The ideal candidate is bilingual in English and Spanish, highly knowledgeable in California labor laws, and experienced in manufacturing environments.
 
Essential Duties and Responsibilities
Employee Relations
  • Serve as the primary HR resource for employees and managers.
  • Investigate and resolve employee complaints, workplace conflicts, and performance-related issues.
  • Provide guidance on corrective actions, disciplinary processes, and terminations.
  • Promote positive employee engagement and workplace culture.
  • Evaluate practices and procedures to assess and remediate risk.
  • Recommend solutions, improvement opportunities or new prevention measures
  • Maintain accurate and current records in accordance with guidelines
  • Inspect the workplace for potential hazards to ensure compliance
Leave of Absence Administration
  • Manage all leave programs including:
    1. FMLA
    2. CFRA
    3. ADA interactive process
    4. Pregnancy Disability Leave (PDL)
    5. Paid Family Leave
    6. Military leave
    7. Other state and federal leave programs
  • Coordinate return-to-work processes and accommodations.
Payroll & Compensation
  • Oversee payroll processing and ensure compliance with wage and hour laws.
  • Audit timekeeping records and payroll reports.
  • Administer compensation programs and salary structures.
  • Ensure compliance with California meal/rest break requirements, overtime regulations, and pay practices.
Workers' Compensation & Safety
  • Manage workers' compensation claims from inception through closure.
  • Coordinate return-to-work and modified duty programs.
  • Partner with operations leadership to maintain a safe work environment.
  • Assist in OSHA compliance and workplace safety initiatives.
  • Support safety training and accident prevention programs.
Recruiting & Talent Acquisition
  • Lead full-cycle recruitment for manufacturing, warehouse, technical support, engineering, and administrative positions.
  • Develop recruiting strategies to attract qualified talent.
  • Conduct interviews and coordinate hiring decisions.
  • Manage employment agencies and recruiting partnerships.
Training & Development
  • Identify employee development needs.
  • Develop and implement training programs.
  • Coordinate leadership development and supervisory training.
  • Ensure compliance training is completed and documented.
Benefits Administration
  • Administer health, dental, vision, life insurance, 401(k), and other benefit programs.
  • Conduct annual open enrollment.
  • Serve as liaison with insurance brokers and benefit providers.
  • Educate employees regarding available benefits.
Employee Retention & Engagement
  • Develop retention strategies to reduce turnover.
  • Conduct stay interviews and exit interviews.
  • Implement employee recognition and engagement programs.
  • Monitor workforce trends and recommend improvements.
Onboarding & New Hire Orientation
  • Manage all onboarding activities.
  • Conduct new hire orientation programs.
  • Ensure completion of employment eligibility documentation.
  • Facilitate smooth integration of new employees into the organization.
HR Policies & Compliance
  • Maintain and update employee handbook.
  • Develop and implement HR policies and procedures.
  • Ensure compliance with:
    1. California Labor Code
    2. FLSA
    3. EEOC regulations
    4. OSHA requirements
    5. Workers' Compensation regulations
    6. Wage and hour laws
    7. Employment eligibility regulations
HR Administration
  • Maintain employee records and HRIS systems.
  • Prepare HR reports and workforce metrics.
  • Support audits and compliance reviews.
  • Manage confidential employee information.
 
Qualifications
Required
  • Bachelor's degree in Human Resources, Business Administration, or related field (or equivalent experience).
  • 5+ years of progressive HR experience.
  • 3+ years in an HR leadership or management role.
  • Bilingual English/Spanish (read, write, and speak fluently).
  • Strong knowledge of California labor laws and employment regulations.
  • Experience managing workers' compensation claims and leave administration.
  • Experience supporting manufacturing, warehouse, or industrial workforces.
  • Payroll administration experience.
  • Strong conflict resolution and employee relations skills.
Preferred
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
  • OSHA or safety training experience.
  • Experience with HRIS and payroll systems such as ADP, Paychex, UKG, or Paylocity.
  • Experience supporting technical support or customer service teams.
