Human Resources Manager – Full-Cycle HR Leadership in K-12 Education

About Your Role as a Human Resources Manager

The HR Director leads all human resources functions including talent acquisition, employee relations, compliance, compensation and benefits, and workforce development. This role partners with leadership to align people strategy with organizational goals and serves as the senior escalation point for complex personnel matters.Hours: Full-Time, Monday – Friday, 7:30AM to 4:00PMCompensation: $95,000 - $107,778, depending on experience and qualifications(Bromley recognizes up to 11 years of relevant experience)Essential Duties and Major Responsibilities:

Strategic HR Leadership & Department Management

  • Direct daily HR operations including staffing, training, and performance management.
  • Develop and execute HR strategies aligned with organizational goals.
  • Partner with leadership on workforce planning, org design, and change management.
  • Oversee compensation, benefits, recruitment, employee development, EEO, and labor relations programs.
  • Assess and refine talent development frameworks; establish effectiveness metrics.

Employee Relations, Culture & Leadership Development

  • Serve as escalation point for complex employee relations issues; lead investigations and resolution.
  • Mediate disputes and ensure consistent, equitable policy application.
  • Liaison between administrators and employees on personnel matters across departments.
  • Build programs that foster inclusive culture, engagement, and retention.
  • Coach supervisors on leadership, conflict resolution, and performance management.
  • Design and deliver leadership development programs and targeted training to bridge competency gaps.
  • Implement feedback and recognition systems that support growth and open communication.

Compliance & Policy Development

  • Ensure compliance with all federal, state, and local employment laws.
  • Develop and maintain HR policies, procedures, and the employee handbook.
  • Provide guidance on audits (I-9, FMLA, FLSA, compensation, benefits) and lead responses to regulatory complaints and legal matters.
  • Oversee leave administration, accommodations, workers' comp, and risk mitigation.
  • Maintain personnel records, org charts, and HR data.

Talent Acquisition, Workforce Planning & Succession

  • Oversee full-cycle recruitment, onboarding, and employer branding.
  • Develop workforce planning and sourcing strategies, including partnerships with educational institutions.
  • Identify future leaders and plan for succession continuity.
  • Refine onboarding programs; monitor recruitment metrics to improve quality of hire and retention.

Compensation, Benefits & HR Operations

  • Oversee benefits administration, open enrollment, and vendor relationships.
  • Lead compensation benchmarking, pay equity analyses, and market adjustments.
  • Collaborate with Finance/Payroll on back-end operations including payroll, vendor payments, and platform management.
  • Ensure HRIS data integrity; oversee reporting on turnover, headcount, and engagement metrics.

Assist with other duties as assigned.Education Requirements:

  • Bachelor’s degree in Human Resources, Labor Relations, Business Administration, Accounting, or related field is required.

Type of Experience Needed to be Successful:

  • 7+ years of human resources experience is required.
  • 3+ years of human resource administration required with experience in a school district is preferred.
  • PHR, SPHR, SHRM-CP or SHRM-SCP is preferred.
