Position Summary:

Provides leadership to the HR staff to ensure generalist support is provided in the areas of staffing, employee relations, benefits, compensation, employee development including career counseling and specialist support as required by the contracts. This hands-on role is also responsible for ensuring that the Company's programs and practices are implemented and remain competitive and consistent throughout the contracts and are compliant with legislative requirements and meet the needs of managers and employees.

Essential Functions:

  • Manages the activity and staff involved in the recruitment and processing of new employees, employee relations and benefits administration. Responsible for performance evaluations and training and development of direct reports.
  • Develops and implements Equal Employment Opportunity and Affirmative Action Programs to ensure compliance with current legal and contractual requirements. Prepares Affirmative Action Plans for all sites and distributes the Plans to the managers and supervisors. Serves as the Equal Employment Opportunity Coordinator for the Company.
  •  Interprets Human Resources policies and procedures for managers, supervisors and employees. Provides guidance to managers and supervisors in the use and application of human resources policies and procedures.
  • Assists Human Resources Generalists in conducting internal investigations related to employment issues, allegations of discrimination, harassment, sexual harassment, etc.
  • Provides guidance to managers with determining the appropriate disciplinary action for their direct reports, and assists managers with writing letters of counseling and letters of termination.
  • Develops and maintains current position descriptions for all contracts.
  • Develops and maintains the new employee orientation program for all contracts.
  • Develops and maintains employee exit interview procedures for all contracts.
  • Updates and writes policies as required, with assistance from other senior managers.

Qualifications:

Education: Bachelor's degree in Human Resources, Business Administration for related field.

Experience: At least eight years of progressively responsible experience in all areas of Human Resources with a strong emphasis in Talent Aquisition. At least five years of supervisory experience managing an HR team. Demonstrated experience supporting employees governed by the Service Contract Act (SCA) and employees covered by union Collective Bargaining Agreements is highly desirable.

  • Ability to successfully use creative thinking, problem solving techniques and independent judgment in making recommendations and decisions.
  • Ability to maintain confidentiality of sensitive Company and employee data.
  • Must be a U.S. Citizen and must possess a valid driver's license.
  • Must have a valid passport.
  • Ability to obtain and maintain a government security clearance.
  • Preferred: SHRM Certifications – SHRM-CP or SHRM-SCP and/or HRCI Certifications: PHR, SPHR, GPHR

Core Competencies:

  • In-depth knowledge of all facets of Human Resources including recruiting, benefits administration, training, compensation, union relations, and employee relations.
  • Working knowledge of the Service Contract Act.
  • Working knowledge of Affirmative Action Plan preparation.
  • Work effectively with a variety of computer software such as Word, Excel, PowerPoint, HRIS and Outlook.
  • Communicate effectively in both oral and written form. Knowledge of proper English grammar, usage, spelling and punctuation.
  • Work in a team environment.

Work Environment, Physical and Mental Demands:

Typical office environment with no unusual hazards, prolonged sitting while using the computer and the telephone, constant use of sight abilities, constant use of speech/hearing abilities for communication, constant mental alertness. Ability to use a computer to input and retrieve information and data. Ability to work flexible hours as required. Ability to work overtime as required. Travel required.
