Position Summary

The Hartland-Lakeside School District is seeking a collaborative, detail-oriented, and strategic Human Resources Manager to oversee the District''s human resources, payroll, and employee benefits functions. This position serves as a key member of the District''s team and provides leadership in recruitment, hiring, employee relations, compliance, payroll administration, benefits management, and human resources operations.

The Human Resources Manager serves as a strategic advisor to District leadership regarding employment laws, regulations, policies, and best practices. The successful candidate will work to support the District''s mission, vision, values, goals, and budget while helping to recruit, retain, and support a high-quality workforce.

Essential Duties and Responsibilities

Human Resources Leadership

  • Serve as a strategic advisor to District leadership on human resources matters, employment laws, regulations, and best practices.

  • Support the development, implementation, and administration of personnel policies, procedures, and employee handbooks.

  • Assist with employee relations matters, investigations, performance management, and compliance issues.

  • Monitor employee certifications, licenses, and required training to ensure compliance with state and federal requirements.

  • Support organizational initiatives and change management efforts that promote District success.

  • Maintain personnel records and ensure confidentiality of employee information.

Recruitment and Hiring

Manage and coordinate the District''s recruitment and hiring process, including:

  • Job description review and development.

  • Position postings and candidate recruitment.

  • Application screening and candidate evaluation.

  • Interview coordination and participation.

  • Reference and qualification verification.

  • Background checks and employment eligibility verification.

  • Candidate selection and recommendation.

  • Preparation of conditional offers of employment.

  • School Board approval processes, as applicable.

  • Contract preparation and issuance.

  • New employee onboarding and employment paperwork.

  • New employee orientation and introduction to District procedures.

  • Wisconsin New Hire reporting.

  • Monthly Bureau of Labor Statistics reporting.

Payroll Administration

  • Enter and maintain employee information and payroll data within the District''s payroll system.

  • Process payroll for school-year, year-round, and summer school employees.

  • Review timesheets and attendance records for accuracy.

  • Process direct deposits, payroll checks, payroll taxes, and payroll reports.

  • Calculate and review salary adjustments.

  • Maintain knowledge of payroll account coding and reporting requirements.

  • Process and reconcile payroll deductions and benefit contributions.

  • Complete required payroll tax filings, including Form 941.

  • Report unemployment wages and claims information.

  • Generate annual W-2 forms and complete required ACH reporting.

  • Complete annual Affordable Care Act reporting, including Form 1095.

  • Reconcile Wisconsin Retirement System (WRS) reports on a monthly and annual basis.

Benefits Administration

  • Administer employee benefit programs including health, dental, vision, life insurance, disability insurance, and retirement plans.

  • Maintain employee benefit records and enrollments.

  • Coordinate benefit open enrollment activities and employee communications.

  • Serve as a resource to employees regarding benefit questions and eligibility.

General Administration

  • Assist with District Office operations and administrative projects.

  • Prepare reports, analyses, and presentations related to human resources, payroll, benefits administration, staffing, and organizational planning.

  • Administer and track employee leave programs, including Family and Medical Leave Act (FMLA) compliance and documentation.

  • Monitor and track personal leave usage for licensed teaching staff to support adequate building coverage and staffing needs.

  • Serve as the District''s primary liaison with the third-party substitute staffing provider.

  • Manage employee absence records, enter absences into the district''s absence management system, and coordinate the placement of long-term substitute employees.

  • Support workforce planning, staffing analyses, and employee data management.

  • Perform other duties as assigned by the Director of Business Services and Human Resources.

Qualifications

  • Bachelor''s degree in Human Resources Management, Business Administration, Public Administration, Accounting, Finance, or a related field preferred.

  • Three to five years of progressively responsible experience in human resources, payroll, benefits administration, or a related field preferred.

  • Knowledge of employment laws, payroll administration, benefits administration, and human resources best practices.

  • Strong organizational, analytical, and problem-solving skills.

  • Ability to maintain confidentiality and exercise sound judgment.

  • Strong interpersonal, communication, and customer service skills.

  • School district or public sector experience preferred.
