CITY OF SIERRA MADRE HUMAN RESOURCES DEPARTMENT

The City of Sierra Madre is seeking an experienced and strategic human resources professional to serve as its next Human Resources Manager. This position provides leadership and oversight for the City's comprehensive human resources programs, including recruitment and selection, employee and labor relations, benefits administration, classification and compensation, regulatory compliance, performance management, and organizational development. The Human Resources Manager leads and supports HR staff, ensures the consistent and effective administration of personnel policies and programs, and serves as a trusted advisor to executive leadership and department management. This position plays a critical role in aligning workforce initiatives with the City's operational priorities, promoting a positive and accountable workplace culture, and maintaining the integrity, efficiency, and legal compliance of the City's human resources functions.

Job Description:

The Human Resources Manager is responsible for overseeing all human resources functions within the organization, including recruitment, employee relations, benefits administration, compliance, and organizational development. This position manages HR staff and provides strategic advice and support to senior leadership to align human resource initiatives with organizational goals. The role operates at a mid-to-high management level with accountability for departmental outcomes and program integrity.

Examples of Duties

  • Oversee performance management systems and employee evaluation processes.

  • Coordinate with department managers to assess staffing needs and develop workforce planning strategies.

  • Ensure compliance with federal, state, and local labor laws and regulations.

  • Lead organizational development efforts including training, succession planning, and employee development.

  • Prepare and present reports on HR metrics and program effectiveness to senior managemen

Education/Training/Experience:Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field is required; a Master's degree is preferred. Candidates typically have five or more years of progressively responsible human resources experience, including supervisory or managerial roles. Equivalent combinations of education and experience may be considered.

Licenses; Certificates; Special Requirements:Professional certifications such as Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), or Certified Human Resources Professional (CHRP) are highly desirable. Candidates may be required to participate in ongoing professional development and complete background checks as part of the hiring process.
