General Job Information

Job Summary

This position is located in the Office of Neighborhood Safety and Engagement (ONSE) which is responsible for the coordination of violence prevention strategy and programs in the District of Columbia with a focus on utilizing public health approaches to respond to and prevent violence. The Office seeks to reduce violence by identifying, recruiting, and engaging individuals determined to be at high risk of participating in, or being a victim of, violent crime into positive behavioral reinforcement activities.

The Human Resources Manager plans, develops, implements, and evaluates overall agency human resources and associated labor relations policies and programs by directing subordinate managers and/or supervisors. In the areas where the agency is not decentralized, the incumbent does not have delegated authority, the incumbent is responsible for managing the coordinative relationships necessary to assure the delivery of human resources functions for agency personnel."

Duties and Responsibilities

Participates as a member of the agency''s senior management in the management of the agency. Serves as the agency focal point for human resources inquires and administrative issues. Conducts human resource strategic planning. Works with OCFO in agency personnel budget preparation and changes with regard to existing personnel costs and new position changes in positions. Counsels' management in accomplishing organizational and operational goals and identifying and resolving human resources issues. Provides human resources policy guidance, technical expertise, and consultation to other managers and staff within the agency. Works with DCHR entities, as appropriate/necessary, to ensure accurate benefits and retirement administration, position classification, recruitment, and placement of personnel for/within the agency.

Ensures the controls are in place to identify staff development and training needs relative to the mission and function of the agency and that agency employees receive the necessary training. Provides agency human resource representation at meetings, hearings, contract negotiations, presentations, proceedings, and committees. Acts as the agency''s main contact for employee issues acting for the agency head as technical authority in grievances. Assists subordinates, as necessary, in the delivery of human resources services to agency employees. Makes decisions on work issues/problems presented by subordinates. Manages directly or through subordinate managers/supervisors a staff of professional, technical, and secretarial/administrative staff performing the human resources functions for the agency

Qualifications and Education

Specialized Experience: Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.

SHRM-SCP/CP or IPMA-HR strongly preferred.

Working Conditions/Environment

Work is normally performed in an office environment. Occasionally, the incumbent may be required to visit various locations within the District of Columbia.

Tour of Duty: Monday - Friday; 8:30 am to 5:00 pm

Pay Plan, Series and Grade: MS-201-14

Promotion Potential: No known promotion potential.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not in a collective bargaining unit.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations.

Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
