PAY RANGE: $107,619.20 to $131,518.40 annually

Established in 2023, CommuniCare+OLE is the result of a union of two health centers with deep roots in their respective communities and reputations for providing high-quality primary care to all, regardless of insurance or ability to pay: OLE Health of Napa and Solano Counties and CommuniCare Health Centers of Yolo County. Building on a legacy established by both organizations in 1972, CommuniCare+OLE is a network of federally-qualified health centers with 17 sites across Napa, Solano, and Yolo Counties. It offers comprehensive care, including medical, dental, behavioral health and substance use treatment, nutrition, optometry, pharmacy, care coordination, referrals, and enrollment assistance to more than 70,000 individuals, and no one is turned away due to lack of insurance, immigration status, or ability to pay. Many services are offered outside of its sites, including mobile health, home visiting, and community and school-based programs.

MINIMUM POSITION REQUIREMENTS: EDUCATION, EXPERIENCE, SKILLS/TRAINING
Bachelor's Degree required; Masters in HR or MBA preferred. SHRM-CP or PHR preferred
Minimum 6 years' previous experience coordinating HR onboarding programs, compensation programs, employee relations and HRIS required or combination of Masters Degree and 4 years' experience.
Familiar with healthcare systems and operations,
Proven ability to identify, assess, and prioritize risks across the organization,
Attention to detail and strong written communication skills
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
1.
Knowledgeable retirement and 403b plans, as well as related policies procedures and practices. Keeps self-updated with new regulations applicable to those plans and regulations including ERISA guidelines.
2.
Provides Supervisory oversight of key report(s); including HR Coordinator.
3.
Ability to handle sensitive information with professionalism and confidentiality.
4.
Manage, administer, and execute day-to-day compensation practices as primary compensation contact for Management Team.
5.
Conducts and analyzes market reports and salary surveys as needed to ensure alignment with organization's compensation philosophy.
6.
Works with Chief HR Officers to roll out and maintain compensation program changes, structure, philosophy, and communication plans.
7.
Makes appropriate salary recommendations based on company compensation plan, market data and individual analysis.
8.
Conducts annual compensation review/analysis as needed of all positions and works with Chief HR Officers to make recommendations as needed, based on current market data.
9.
Stays up to date with applicable employment-related statutory requirements regarding employee pay and current compensation-related legislation.
10.
Administer system configurations, workflows, and business rules to support HR processes such as hiring, transfers, and terminations
11.
Manage and maintain the HRIS to ensure data accuracy, integrity, and security across all employee records
12.
Generate standard and ad hoc reports, dashboards, and analytics to support HR leadership decision-making
13.
Provides Employee/other Reports as needed (Internal/External).
14.
Partner with HR, Payroll, IT, and Finance teams to ensure seamless system integrations and data flow between platforms
15.
Develops and supports strategies and for organization-wide dissemination of benefits, wellness and compensation information.
16.
Serves as backup for all leave of absence activities, including required notifications, enrollments and terminations.
17.
Assists with and maintains Wellness Program and Events for the organization.
18.
Maintains electronic or other filing system related to employee benefits and other job-related employee documents including employee relation incident tracker.
19.
Maintains a high degree of confidentiality for all Personnel matters and ensures proper confidentiality of all documents.
20.
Manages HRIS systems as needed related to job duties; responds to relevant government requests and required reporting. Ensures accuracy of all benefits enrollments in the HRIS to provide vendors with accurate eligibility information.
21.
Manages and updates the employee retirement contributions in HRIS system and communicates employee plan changes with Finance/Payroll as needed. Supports 403b loan or withdrawal processing/approval processes, 403b audits as needed.
22.
Coordinate with vendors for system support, issue resolution, and optimization opportunities
23.
Serves as Primary point of contact for all Employee Relations in Yolo County and collaborates closely with CHRO in courses of action.
24.
Performs other duties as assigned or needed.
