Major Duties:

  • Develops and oversees comprehensive long-range work plans and schedules for HR functions, including annual, multi-year, and similar types of plans.
  • Ensures successful implementation of goals and objectives for the HR program, exercising delegated managerial authority.
  • Determines staffing needs on a long-range basis, forming and directing teams and/or independently completing HR and other projects.
  • Leads and improves the overall resource governance, management, and performance of the HR program applying sound business principles, exercising budgeting and fiscal accountability, and linking strategic program planning to budgeting and fiscal performance.
  • Develops technical requirements and detailed descriptions for HR work to be accomplished, setting clear work schedules, deadlines, and quality standards.
  • Coordinates and integrates Service Level Agreement work and processes with the work of internal staff, including recruitment and staffing; onboarding; delegated examining; personnel security functions specifically with designating risk and security levels for positions; perform position management functions except for staffing models and organization change management; and performance management and awards for employees.
  • Maintains oversight of progress, quality, and performance of HR services, including decisions on the acceptability, rejection, or correction of work products or services affecting Service Level Agreement payment.
  • Prioritizing and overseeing assignments in a manner that optimizes workflow, resource allocation, and employee efficiency.
  • Implementing HR automation initiatives and conducting regular workload analyses to enhance resource management.

Qualifications

To qualify for this position, all qualification requirements must be met by the closing date of this announcement-07/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-15 level, you must meet one of the following listed Criteria:

  • Criteria 1: Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-13 grade level. Qualifying specialized experience includes: providing technical and administrative guidance on human capital policies, regulatory requirements, and internal controls; directing a federal recruitment and staffing program, to include but not limited to: position management and recruitment/placement for all competitive and excepted service hiring authorities; and overseeing and managing employee and labor relations.

  • Criteria 2: Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Qualifying specialized experience includes: providing guidance to senior executives and high-level program officials on complex human resources policies, regulatory compliance, and human capital strategies; supervising and leading multidisciplinary teams by establishing priorities, managing performance, allocating resources, and ensuring successful execution of activities such as benefits, compensation, classification, employee and labor relations, and recruitment and placement; as well as holding senior HR staff accountable for the delivery of human capital programs, including factors such as effectiveness, timeliness, compliance, and risk mitigation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

  • If you are a former Federal employee who previously held a career or career-conditional position in the competitive service and separated from the Federal Government over a year ago and you are requesting non-competitive consideration you must submit a copy of your last SF-50, Notification of Personnel Action that demonstrates your eligibility for consideration and a copy of your last Federal Performance appraisal with a rating of at least Fully Successful (or equivalent).

  • Documentation that you meet Selective Placement Factors, if applicable.

  • College transcripts, if qualifying based on education.

  • Veterans Preference documentation, if applicable (e.g., DD-214 Member Copy 4 showing type of discharge/character of service, SF-15 Form and related documentation, VA letter, etc.) Documentation is required to award preference.
