Contract — contingent on BIT, LLC contract award (Ref. No. PANMC-26-P-0000048766)
Mission Context The G1 is responsible for all personnel matters for Soldiers and Civilians within USARCENT. The G1's mission is to develop and implement policies and programs that build and sustain personnel readiness. Key Responsibilities
Develop, coordinate, and maintain personnel policies, plans, and standard operating procedures supporting USARCENT readiness objectives.
Track and report personnel strength, readiness metrics, and manning documents for command staff review.
Coordinate personnel actions across subordinate units and higher headquarters, resolving documentation and processing issues.
Support development of personnel-related briefings, decision papers, and command information products.
Liaise with Army Human Resources Command (HRC) and other personnel proponents on policy and process matters.
Note: The Government's solicitation does not itemize detailed day-to-day tasks for this labor category (confirmed via FAQ: the Government will not provide detailed education, experience, certification, or specialized-skill requirements per labor category). The duties above reflect standard industry expectations for this role combined with the PWS's stated mission and functional-support narrative for G1 (Personnel). Required Qualifications
Prior experience in military or DoD civilian human resources operations, personnel plans, or readiness reporting.
Working knowledge of Army personnel systems, policy, and reporting requirements.
Strong written/verbal communication skills; ability to brief senior military and civilian leadership.
Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
Security & Compliance Requirements (per PWS)
SECRET clearance required.
Must be a U.S. Citizen (contractor personnel performing work under this contract shall be U.S. citizens unless AR 25-2 provisions are fully completed and the Government grants approval for a non-U.S. citizen).
Must be able to read, write, speak, and understand English sufficiently to communicate effectively, in person and electronically, with co-workers, customers, and the public.
Must obtain a DoD Common Access Card (CAC) within 10 workdays of contract award commencement; CAC issuance requires, at minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or higher per Army Directive 2014-05.
May NOT begin substantive work while CAC or system access is pending — this is a hard gate under this contract.
Must complete Anti-Terrorism (AT) Level I awareness training within 30 calendar days of commencing performance.
Must complete iWATCH training within 30 calendar days of contract award (new employees: within 10 calendar days of start, reported within 15 calendar days).
Must register in the Army Training and Certification Tracking System (ATCTS) and complete DoD Information Assurance Awareness training prior to accessing Government information systems, and annually thereafter.
Must maintain a professional appearance and conduct standard at all times (business casual or formal attire per USARCENT Headquarters Dress Code Policy); may not perform work under the influence of alcohol, illegal drugs, or other incapacitating agents.
This is a non-personal-services position: the employee is accountable to the Contractor, not directly supervised by the Government.
