Duties Description Under the general direction of the Assistant Director of Personnel within Benefits, the Human Resources Specialist 1 will have the primary responsibility for the administration of the Workers' Compensation Claims Program, Unemployment Insurance Claims, Leave Programs, and M/C Life Insurance Program for the New York State Thruway Authority (Authority). Additionally, the incumbent will be cross trained to assist in administering various health insurance benefits, including dental, vision, prescription drug plans, leaves management, including ADA and FMLA activities, ACA Reporting, and various other benefits administered by the Authority. Duties may include but not be limited to the following:

General Responsibilities:
Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES: Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 70.4*, or Section 52.6 of the NYS Civil Service Law.
If hired into a traineeship, successful completion of the established traineeship and concurrent probationary period will lead to an appointment to a Human Resources Specialist 1, SG-18.
Human Resources Specialist Trainee 1:
Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Human Resources Specialist Trainee 2:
Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Human Resources Specialist 1 (Journey-level):
Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitutions: Associate degree may substitute for two years of specialized experience; bachelors degree may substitute for four years of specialized experience; masters degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $50784 up to job rate of $90573
Recruitment & Retention Pay: $7000
This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate's salary at the time of hire.
$50784 (Trainee 1, equated to SG-14)
$58609 (Trainee 2, equated to SG-16)
$65391 (Journey Level, SG-18)
