HUMAN RESOURCES SPECIALIST – Human Resources
Classification: Classified 260-day calendar
Reports to: Executive Director
FLSA Status: Non-Exempt
POSITION OVERVIEW
As a key member of the HR team, this position facilitates the fundamental infrastructure of all
personnel processes, supporting daily operations and providing essential leadership in
consultation with the Executive Director of Human Resources. Involved in every stage of the
employee lifecycle, this role acts as an internal and external ambassador for the agency—
welcoming new hires, guiding staff through benefits and leave during life's unexpected
events, and assisting candidates through the recruitment process. Beyond day-to-day
coordination, this position serves as a team lead, guiding and coaching colleagues within
the agency and providing regional support to partner districts seeking advice. By identifying
process efficiencies, maintaining agency-wide systems, and ensuring compliance with evolving
state and federal regulations, this critical role directly impacts the fiscal, operational, and
overall well-being of the entire agency community.
QUALIFICATIONS
1. Associate’s degree or equivalent related experience or training.
2. Three years of recent successful experience in an administrative support position that includes HR-related functions.
3. Working knowledge of state and federal labor laws and regulations.
4. Highly proficient in word processing, database, spreadsheet, and presentation software and web applications;
Demonstrated ability to manipulate data and produce statistical reports using database and spreadsheet applications.
5. Excellent written and verbal communication skills to interact tactfully with diverse groups, present complex
information, and de-escalate stressful situations.
6. Demonstrated ability to effectively execute and manage multiple competing priorities within tight deadlines, while
maintaining a high-level of quality, accuracy, and confidentiality, and maintain flexibility across cross-functional team
roles, while navigating constant operational interruptions and context shifts.
7. Demonstrated ability to make decisions independently and use initiative to accomplish complex assignments with
general instruction and guidance.
8. Such alternatives to certain above qualifications may apply as deemed appropriate by the Superintendent.
GENERAL INFORMATION
This position has the following expectations and prerequisite abilities.

with minimal supervision.
5. Demonstrates respectful, flexible and effective teambuilding skills of cooperation, communication and active participation.
6. Present self and LBL in a professional manner including: in oral and written communication, professional disposition when
working with others and maintaining professional dress standards.
7. Ability to understand and follow oral and written directives, find requested data and present in user-friendly formats for internal
and public distribution.
8. Maintain regular attendance at work. Be punctual in meeting deadlines, attending meetings, and following schedules.
9. Utilize the teleservice platform to provide services to educators, students and district staff as directed.
10. Ability to lift, carry at least 25 pounds.
11. Ability to sit for extended periods of time in a vehicle or work setting.
ESSENTIAL FUNCTIONS
This is a general list of responsibilities and duties associated with this position. The specific job tasks are distributed
across the HR Team and vary based on each specialist’s specific skill-set and training. The supervisor of this position may
modify this list at any time it’s deemed necessary.
1. Recruitment & Onboarding: Manage job postings, candidate interviewing, hiring processes, initial onboarding,
background checks, and licensure tracking.
2. Benefits & Leave Administration: Coordinate employee benefit plans, open enrollment, retirement systems, and
leave programs such as FMLA, OFLA, ADA, and disability claims.
3. HR Data & Payroll Processing: Input, calculate, and maintain employee records, FTE status changes, pay
adjustments, and position modifications in HR and payroll software.
4. Compliance & Required Reporting: Compile and submit mandatory state, regional, and organizational reports,
including ODE requirements, disciplinary checks, and sexual conduct procedures.
5. Contract & Staffing Administration: Facilitate employee contracts, addendums, salary schedule placements, and
third-party staffing agency agreements.
6. Workers' Compensation & Safety: Manage workers' compensation reporting, return-to-work coordination, injury
subsidy programs, and claim resolution.
7. Employment Verifications & Records: Process requests for employment verification, loan forgiveness, offboarding
processes, and system record closures.
8. Policy, Handbooks & Job Descriptions: Assist in updating job descriptions, employee handbooks, and intranet
resource pages.
9. Agency Calendar Management: Collaborate on creating, managing, and distributing annual agency and fiscal year
work calendars.
10. Stakeholder Support & Technical Guidance: Act as a liaison between staff, insurance carriers, and external
partners while providing de-escalation, policy guidance, and HR system training.
11. Cross-Functional Team & Operational Support: Provide backup coverage for other HR roles, perform general
administrative tasks, and assist leadership with assigned investigations or meetings.
