As a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCES DEVELOPMENT), GS-0201-11, you will serve as the States Training and Development Program Manager and advisor to key management on the full range of Human Resource Development (HRD) options for the workforce (Title 32/5 and Active Guard Reserve (AGR)). Provide HRD management advisory services to the senior leadership of the organization, including designing, developing, and evaluating major portions of the organizations HRD program. Provide direct guidance to managers and supervisors on employee development. Has frequent contact with supervisors, managers, and employees regarding short- and long-range training objectives. May provide guidance for Continuation in Service Agreements, and available funding for training fees and travel. Identifies courses, by evaluating mission requirements and cost considerations as they pertain to training objectives. Develop policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources. May be a Training Government Purchase Card (GPC) holder. Maintain good standing by following GPC Program policy and guidelines. Other duties as assigned.
Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.

GENERAL EXPERIENCE: Must have general experience to demonstrate you have the ability to:
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work.
SPECIALIZED EXPERIENCE: Must have at least1-year specialized experience, equivalent to at least the next lower grade with expert knowledge of HR laws, regulations, principles, policies, and concepts related to the assigned functional area sufficient to plan and coordinate activities, provide HR management advisory services, and serve as a strategic and technical resource to management and HR Specialists on difficult issues, skilled in making clear and convincing oral presentations to individuals or groups, listening effectively, and clarifying information as needed.
PHYSICAL DEMANDS:
The work is sedentary. Some work may require walking in offices and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
WORK ENVIRONMENT:
The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. During emergency operations, may be working in an area that is not an established office environment. Travel to emergency operations centers will be required and may be for extended periods of time.

Education
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level specified below and may be computed by first determining the applicants total qualifying experience as a percentage of the experience required for the grade level.

ORGANIZATION
The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.
Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.
Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.
