This position is assigned to the Employee Relations section and performs a full range of duties related to employee and labor relations. Responsibilities include, but are not limited to, working closely with the Department of the Corporation Counsel toward conflict resolution; providing guidance and recommendations to departments on disciplinary actions; assisting in labor contract negotiations and the interpretation and application of labor contract provisions; and drafting settlement agreements, last chance agreements, supplemental agreements, Memoranda of Agreement (MOAs), Memoranda of Understanding (MOUs), and Letters of Understanding (LOUs). Performing the full range and variety of assignments pertinent to one or more of the major functional areas of human resources management; and performing other related duties as required.

Performs as a staff specialist in one or more of the major functional areas in the central human resources agency with independent responsibility for resolving very difficult human resources problems and handling assignments of a very complex nature; and performs other related duties as required.
 
Distinguishing Characteristics:
 
This class differs from the Human Resources Specialist V in that the Human Resources Specialist IV performs as a staff specialist in the central human resources agency, working on the most complex and difficult assignments in one or more of the functional areas of the County's human resources program that generally impact on the management, operations and organization of the County's departments and agencies; whereas the Human Resources Specialist V is responsible to oversee the proper administration of human resources laws, rules and regulations, collective bargaining agreements, executive orders, and other policies and directives; meets and confers with union and departmental representatives on policy changes affecting employee relations; and performs as a staff specialist in a central personnel agency and regularly carries out the most difficult and complex assignments which could include the supervision of other human resources specialists.
 
This class differs from the Human Resources Specialist III in that the Human Resources Specialist IV performs as a staff specialist in the central human resources agency, working on the most complex and difficult assignments in one or more of the functional areas of the County's human resources program that generally impacts on the management, operations and organization of the County's departments and agencies; whereas the Human Resources Specialist III performs as a staff specialist, working on complex assignments in one or more of the functional areas of the County's human resources program.
