THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-9, is to administer and accomplish functions of one or more of the following human resources programs: Career Enhancements, Customer Service, Employments, Relocations, and/or Readiness

  • Plans, directs, and controls all aspects of the Customer Service Program. Manages the Air Force Personnel Records System. Serves as central point of contact to provide authoritative explanations of personnel-related requirements, instructions, and procedures and to assist in resolving operational problems involving all functional areas of personnel. Provides guidance and assistance on unit program(s) for which responsible.
  • Technical expert in Microsoft Office applications, Adobe Acrobat, Electronic Record Management, and other Air Force information systems to create, copy, edit, and print a variety of standardized documents. Utilizes MilPDS, MyFSS, RAW, myPers and databases; and completes military personnel status changes or updates. Tracks and reports unit health medical readiness and provides statistics to senior leadership for readiness reporting.
  • Prepares and reviews incoming and outgoing correspondence for conformance with Air Force instructions, policies, format, and assembly to determine the appropriate action required. Compiles and evaluates information for inclusion in a variety of documents and reports. Creates, maintains and distributes the unit vacancy list using the UMD.
  • Provides training to supervisors on all military human resources issues. Provides guidance and technical assistance to group staff regarding publications and forms preparation and processing procedures, information privacy, confidentiality, security, disclosure, and sharing of information.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience in executing personnel programs and Human Resources Information Systems and advising supervisors and managers; Experience in personnel and manpower core competencies; Experience in applying program policies, directives, publications, and training manuals.

Education

Substitution of Education for Specialized Experience: A masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects "2") are eligible for three year reinstatement rights.
