I. JOB SUMMARY

Performs advanced and supervisory human resources management work. Work involves

coordinating and administering the operation of a human resources management program; and

supervising the work of others. Works under limited supervision with considerable latitude for the

use of initiative and independent judgment.

II. ESSENTIAL FUNCTIONS

A. Oversees, coordinates, reviews, enters, and processes requests for human resources actions;

develops, reviews, revises, and implements policies, procedures, rules, and regulations;

oversees others who provide advice and counsel to employee and management on human

resources issues; and oversees the maintenance and analysis of correspondence, reports,

forms, and other related documentation.

B. Monitors and determines the effectiveness of human resources and administrative management

programs and recommends solutions to problems; identifies discrepancies and implements

corrections; oversees time entry and leave records; oversees the maintenance of files and

record keeping systems to include automated information systems and computer databases.

C. Provides technical assistance regarding processes and operating procedures; develops

solutions to problems and new procedures; and ensures compliance of policies and procedures.

D. Oversees the screening and verification of applicants and required documents; and coordinates

notifications to applicants and employees regarding actions, form completion, and

appointments.

E. Trains and supervises the work of others.

F. May perform criminal information searches and retrieval using Texas Department of Public

Safety criminal history system access.

III. MINIMUM QUALIFICATIONS

A. Education, Experience, and Training

  1. Graduation from an accredited senior high school or equivalent or GED.

  2. Five years full-time, wage-earning human resources, customer service, clerical, secretarial,

administrative support, program administration, public administration, financial operations,

auditing, or technical program support experience. Fifteen semester hours from a college

or university accredited by an organization recognized by the Council for Higher Education

Accreditation (CHEA) or by the United States Department of Education (USDE) may be

substituted for each six months of experience.

  1. Bachelor's degree from a college or university accredited by an organization recognized by the

Council for Higher Education Accreditation (CHEA) or by the United States Department of

Education (USDE) is preferred.

  1. Experience in the supervision of employees preferred.

  2. Computer operations experience preferred.

  • If required, must have or be able to obtain a certificate of course completion for the Texas

Law Enforcement Telecommunications System (TLETS) policy and procedures training

from the Texas Department of Public Safety within six months of employment date.

If required, must maintain TLETS access eligibility for continued employment in position.

B. Knowledge and Skills

  1. Knowledge of the principles and practices of human resources management.

  2. Knowledge of office practices and procedures.

  3. Knowledge of applicable state and federal laws, rules, regulations, and statutes.

  4. Knowledge of agency and departmental organizational structure, policies, procedures,

rules, and regulations preferred.

  1. Skill to communicate ideas and instructions clearly and concisely.

  2. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the

public.

  1. Skill to interpret and apply rules, regulations, policies, and procedures.

  2. Skill in the use of computers and related equipment in a stand-alone or local area network

environment.

  1. Skill to prepare and maintain accurate records, files, and reports.

  2. Skill to review technical data and prepare technical reports.

  3. Skill in the use of Microsoft Office Suite or equivalent to include word processing,

spreadsheet, database, or presentation software programs.

  1. Skill to type 45 words per minute (with no more than 10 errors) preferred.

IV. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION

A. Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend

repeatedly, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize,

lift and carry 45 lbs. and over, perceive depth, operate a motor vehicle, and operate motor

equipment.

B. Conditions include working inside, working around machines with moving parts and moving

objects, radiant and electrical energy, working closely with others, working alone, working

protracted or irregular hours, and traveling by car, van, bus, and airplane.

C. Equipment (machines, tools, devices) used in performing only the essential functions include

computer and related equipment, calculator, copier, fax machine, hand truck, wheel cart, dolly,

pallet jack, telephone, and automobile.
