Summary

Under Direct Supervision, assists in the development, implementation, and maintenance of Human Resources (HR) programs; processes and maintains inquiries regarding Family and Medical Leave (FMLA) and Worker's Compensation and Modified/Light Duty; maintains accurate and current employee personnel files; enters time into the time-keeping system; in-processes new employees into the department and out-processes employees separating from the department; prepares payroll; and conducts pre-employment screening process for prospective applicants; and performs related duties as required.

Duties and Responsibilities:

  • Responsible for the administration and application of the office/department's Human Resource Policies

  • Processes Worker's Compensation claims

  • Processes FMLA requests and maintains appropriate files on all employees

  • Coordinates with Auditor's Office and Bexar County Human Resource Office on Human Resource issues

  • Conduct background checks for the department through TCIC/NCIC and other pre-employment screening processes

  • Conducts In and Out Processes employees

  • May represent department on committees

  • Prepares and generates Human Resource reports as required

  • Processes employee verifications and assist in salary survey studies

  • Processes and maintains personnel files, appraisal, timesheets, payroll and light duty

  • Performs related duties as required.

Minimum Qualifications:

  • Associate's degree in Human Resources or closely related field and two (2) years' experience in Human Resources; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities

  • Must have knowledge of personnel policies and practices; knowledge of employment legislation; knowledge of payroll and timekeeping practices; knowledge of standard office practices and procedures, including knowledge of word processing and database software and other computer applications utilized by the office or department

  • Must have skill in organizing and maintaining records; skill in communicating effectively, both orally and in writing; and skill in operating computers using standard word processing, spreadsheets, and database software

  • Must have ability to respond effectively to questions and complaints; ability to organize and maintain data; ability to prepare reports; ability to operate personal computer, typewriter and basic office equipment; ability to prepare payroll; ability to perform complex mathematic calculations; and ability to establish and maintain effective working relationships

  • Must have a valid driver's license or available alternate means of transportation

  • Must secure and maintain a favorable background investigation and clearance

  • Must clear a pre-employment physical and a pre-employment drug screen test

  • May be required to work more than 40 hours during the workweek

Working Environment and Physical Demands:

  • Working conditions are primarily in an office environment

  • Occasionally moves items weighing up to 15 pounds

  • Occasionally moves about the office

  • Frequently communicates with others; must be able to exchange accurate information

  • Constantly operates a computer and other office productivity machinery
