OC San is currently looking to fill the role of a Human Resources Technician II.

Under general supervision, performs a variety of responsible technical and administrative support activities for human resources functions, including assisting with recruitment, benefits administration, and various related special projects; prepares, reviews, and distributes human resources information systems records; assists in completing various human resources studies and reports; and performs duties as assigned.

Specifically, this Human Resources Technician II works under general supervision of the Human Resources Manager and performs a variety of highly responsible technical, administrative, and customer service functions in support of the Human Resources Department. This confidential position is entrusted with sensitive information and records and requires the highest standards of professionalism, discretion, accuracy and integrity.

The successful candidate is a highly organized, self-directed individual who effectively manages priorities, exercises sound judgment, anticipates department needs, and takes initiative to move work forward with minimal supervision.

This position provides comprehensive administrative and technical support across a broad range of Human Resources functions, including recruitment and selection, training and development, performance management, benefits administration, compensation and classification, and employee and labor relations. The Human Resources Technician II serves as the department's first point of contact, providing exceptional customer service by managing the HR reception area, answering phones, greeting visitors, screening calls and correspondence, and responding professionally and promptly to inquiries from employees, applicants, the public and outside agencies.

Responsibilities include maintaining confidential personnel records; serving as the department Records Coordinator; scheduling and coordinating meetings; preparing and proofreading correspondence, reports, presentations, spreadsheets, and other documents; faxing, copying, filing, and organizing all office files; reviewing and processing reimbursements and payment request vouchers for completeness and policy compliance; conducting research and compiling information; maintaining departmental calendars; coordinating travel arrangements; monitoring the Departments budget and reconciling credit card purchases; processing temporary staffing requests; processing shift bid requests; ordering and maintaining an inventory of office supplies, and coordinating facility and equipment service requests.

The individual is expected to identify issues proactively and recommend practical solutions, and ensure work is completed accurately, efficiently, and within established procedures and deadlines. While expected to work independently in managing assignments and resolving routine issues, the individual in this position does not make independent policy or operational decisions and is expected to collaborate with the team and consult management as appropriate.

The Ideal Candidate

The ideal candidate will have direct experience providing administrative and technical support within a complex human resources environment and possesses a working knowledge of Human Resources principles, practices and employment processes. Prior human resources experience within a public agency highly desired.

  • The ability to manage multiple priorities simultaneously while maintaining accuracy, attention to detail, and high-quality work.
  • Strong proficiency in Microsoft Office applications and the ability to quickly learn Human Resources business systems and platforms such as Oracle JD Edwards, NEOGOV and Cornerstone.

Qualifications & Requirements

The successful candidate will possess:

  • High school diploma or G.E.D. supplemented by specialized training in human resources or a related field.

  • Three (3) years of providing technical support to a human resources program/function.

Physical Demands

  • Mobility to work in a standard office setting and use standard office equipment, including a computer; this is primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 35 pounds.
  • Vision to read printed materials and a computer screen.
  • Hearing and speech to communicate in person and over the telephone.
  • Finger dexterity to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.

Environmental Elements

  • Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
  • Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Other Requirements

  • Probationary Period: All OC San employees, except classifications considered "at-will", are subject to the probationary period provisions as specified in the applicable Memorandum of Understanding, policies, and/or resolutions. Employees who have not yet successfully completed their initial probationary period serve "at-will" and may be released from employment without cause or recourse to any appeal or grievance procedures.
  • Pre-Employment: All employment offers are contingent upon successful completion of OC San's pre-employment process, which includes a background investigation, a physical examination, and a drug screen.
  • Work Location Assignment: Employees will be assigned to a work location based on business needs which may be located at any/all of OC San locations; this work location may be changed at any time.

All OC San employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the OC San requires the affirmation of a loyalty oath to this effect. Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
